About this opportunity

The City of Aurora, Colorado is seeking bids for the Fox Theater HVAC Replacement and Upgrades project (Bid #6066AB), a comprehensive mechanical systems renovation targeting the theater's studio, workshop, and lobby areas. The procurement involves a base bid for replacing two existing mechanical rooftop units (RTU-1 and RTU-2) servicing studio and workshop spaces, with optional alternates for lobby mechanical system replacement. Specific deliverables include demolishing existing roof top units, installing new replacement units, providing electrical connections, implementing new duct detectors, creating mechanical unit curbs, installing condensate piping, and performing architectural repairs. The project requires strict compliance with the Aurora Historic Preservation Committee's guidelines to maintain the building's original character. Key technical requirements include connecting new supply/return systems, providing electrical connections, installing fire/smoke dampers, and participating in comprehensive commissioning testing. The bid is scheduled to be due on October 15, 2025, with project substantial completion required by December 15, 2025, and final completion by December 31, 2025. Contractors must submit detailed documentation including shop drawings, product data, and comprehensive installation plans demonstrating technical competence and code compliance.

The procurement includes specific set-aside designations and contractor requirements, notably mandating that contractors utilize the Small Business Enterprise (SBE) program by awarding at least 10% of subcontracting dollars to SBEs for contracts over $250,000. Colorado labor regulations require that a minimum of 80% of project labor be sourced from Colorado residents. Contractors must provide performance and payment bonds and maintain specific insurance coverages. The estimated project cost ranges from $300,000 to $400,000, with liquidated damages of $500 per day for missing completion deadlines. Contractors will be required to use the City's Project Management Information System (PMIS) called Projectmates for all project communication and documentation. The project involves comprehensive mechanical, electrical, and structural modifications to the historic Fox Theater, with electrical system analysis indicating sufficient capacity for new equipment through the existing 150 kVA transformer. Successful bidders must demonstrate technical expertise in historic building renovations, HVAC system replacements, and compliance with preservation standards.
