About this opportunity
The Maryland Department of Information Technology is requesting proposals from Master Contractors under the Commercial Off-the-Shelf Software (COTS 2012) contract 060B2490021 for ForgeRock identity and access management platform products and Ping Identity software maintenance modules on a subscription basis, with proposals due July 20, 2026 at 1:00 PM EST. This is a secondary, limited competition — only current Master Contractors awarded under COTS 2012 (060B2490021) are eligible to submit bids.
The scope comprises ForgeRock AM-PUSH-AUTH push authentication software for unlimited production and non-production servers and seven Ping Identity maintenance modules (FIP-Risk-Maintenance-INT, FIP-AuthN-Maintenance-INT, FIP-Fed-Maintenance-INT, FIP-UMA-Maintenance-INT, FIP-AuthZ-Maintenance-INT, FIP-Directory-Maintenance-INT, and FIP-Gateway-Maintenance-INT) each at a quantity of 25,000 units. Bidders must be authorized resellers and may submit a Letter of Authorization from the manufacturer for consideration. Proposed pricing must remain valid for at least 90 days from the due date. Bids must include manufacturer suggested retail price screenshots and all associated software licensing agreements, end-user license agreements, and acceptable use policies.
The contract term runs July 28, 2026 to July 27, 2027. Place of performance is 849 International Drive, 3rd Floor, Linthicum Heights, Maryland 21090. Price is the determining factor for award. A small-business preference under COMAR 21.11.01.05B applies: a qualified small business may win if its bid does not exceed the most favorable non-small business bid by more than 5 percent (7 percent for veteran-owned, 8 percent for disabled veteran-owned small businesses). Questions are due July 15, 2026 at 1:00 PM EST. The purchase order is subject to federal-funds compliance requirements including debarment verification, anti-lobbying certifications, drug-free workplace certification, and prohibitions on covered telecommunications equipment. Bidders must also certify they are not engaged in investment activities in Iran under Maryland State Finance & Procurement Articles 17-701 through 17-707.
