About this opportunity

The City of Fort Worth is requesting proposals for non-exclusive agreements covering flooring materials, installation, and services for multiple City departments on an as-needed basis, with proposals due July 23, 2026. A 30% Small Business participation goal applies, achievable through self-performance by a certified SBE prime or use of certified SBE subcontractors; all small business firms must hold current City-approved certification.

The scope encompasses installation, repair, refinishing, and sealing across multiple flooring types including carpet, ceramic tile, hardwood, linoleum, marble, stone, terrazzo, vinyl composite tile, and luxury vinyl tile. Vendors must acknowledge service requests within two business days, submit firm fixed-price quotations within five business days of notification, and perform non-expedited services during regular business hours (Monday–Friday, 8:00 AM to 5:00 PM). Expedited services addressing public safety or health threats require acknowledgment within two hours and on-site arrival within four hours. Pricing is submitted as firm fixed-price through Bid Table BT-67TY and must include labor rates per square foot or yard, materials, equipment, delivery, and debris removal. Vendors must demonstrate minimum three years of commercial flooring services experience and comply with specified material suppliers including Armstrong, Mohawk, and Shaw Contract Group. Warranties must be provided at minimum 12 months for both parts and workmanship.

Evaluation criteria total 100 points: Small Business Utilization (up to 25 points), Staff and Tenure (up to 10 points), Qualifications and Experience (up to 10 points), Materials and Fulfillment (up to 10 points), Method of Approach (up to 25 points), and Cost (up to 20 points). Proposals receiving less than 50% of non-price points are deemed ineligible. The City reserves the right to negotiate all proposal elements, request best and final offers, and reject any or all proposals. Vendors must maintain Commercial General Liability insurance of $1,000,000 per occurrence / $2,000,000 aggregate, Automobile Liability coverage of $1,000,000, Worker's Compensation at statutory limits, and Professional Liability coverage of $1,000,000 per claim and aggregate, with the City named as additional insured.
