About this opportunity

The Tennessee Wildlife Resources Agency (TWRA) is requesting bids for a two-year supply contract for commercial fish feed under ITB 32801-13992, with bids due September 18, 2026. The contract will be awarded to a single vendor for all specified feed types at the lowest cost meeting specifications.

TWRA will supply five categories of manufacturer's off-the-shelf feed to nine hatcheries distributed across Tennessee (cold-water facilities at Buffalo Springs, Erwin, Tellico, and Flintville; warm-water facilities at Eagle Bend, Morristown, Humboldt, Springfield, and Normandy) and to fish feeders in select lakes. Feed categories include fry feed in mash and granule sizes (0.2 to 1.4 millimeters); slow-sinking extruded pellets (1.2 to 3.0 millimeters); slow-sinking pigmented extruded pellets (4.0 to 6.0 millimeters); slow-sinking broodstock extruded pellets (4.0 to 6.0 millimeters); and floating extruded pellets (2.5 to 5.5 millimeters). Feed must be milled no more than 180 days prior to delivery and packaged in moisture-resistant bags of 44 or 50 pounds. Guaranteed analysis specifications vary by type, with minimum protein content of 41 to 52 percent and minimum fat content of 15 to 22 percent depending on feed category. The contractor must deliver within 30 days of purchase order receipt during regular business hours (Monday–Friday, 8:00 a.m. to 4:00 p.m. CST), include all delivery charges in bid prices, and provide tailgate delivery from enclosed trailers.

The contract is effective October 5, 2026 for 24 months, with the state retaining an option to extend up to 180 additional days on the same terms. Pricing must remain firm for 365 days from execution; thereafter, price adjustments are subject to state approval with supporting documentation. TWRA reserves the right to sample and analyze shipments to verify compliance; contaminated or moldy feed must be replaced at no cost within 10 business days of notification, with liquidated damages of $0.025 per pound per day assessed for non-replacement. Respondents must register with the Tennessee Supplier Portal prior to contract issuance and comply with statutory requirements including nondiscrimination, tax-exempt status, and debarment certifications. Written questions are due by 2:00 p.m. on Friday, August 4, 2026.
