About this file
This is a specifications document for ITB 32801-13992 issued by the Tennessee Wildlife Resources Agency (TWRA) for the procurement of fish food. The solicitation seeks a two-year contract for the purchase of manufacturer's off-the-shelf commercial fish feed to be supplied to nine TWRA hatcheries located throughout Tennessee and to fish feeders in select lakes across the state. The contract will be awarded to a single vendor for all specified feed types. The feed products requested include five categories: fry feed in mash and granule sizes (0.2 to 1.4 millimeters); slow sinking extruded pellets (1.2 to 3.0 millimeters); slow sinking pigmented extruded pellets (4.0 to 6.0 millimeters); slow sinking broodstock extruded pellets (4.0 to 6.0 millimeters); and floating extruded pellets (2.5 to 5.5 millimeters). Delivery must be completed within thirty days of purchase order receipt, with deliveries made during regular business hours (Monday-Friday, 8:00 AM to 4:00 PM CST) to designated hatchery locations. The hatcheries are distributed across the state, including cold water facilities at Buffalo Springs, Erwin, Tellico, and Flintville, and warm water facilities at Eagle Bend, Morristown, Humboldt, Springfield, and Normandy. All delivery charges must be included in the bid prices, and feed shall be packaged in moisture-resistant bags weighing either 44 or 50 pounds.
The specifications establish detailed guaranteed analysis requirements for each feed category, including minimum protein content ranging from 41 to 52 percent, maximum ash content of 12 to 13 percent, and minimum fat content of 15 to 22 percent depending on feed type. Feed shall be milled no more than 180 days prior to delivery and must maintain vitamin and trace mineral supplements for at least 180 days from delivery. The contractor must provide tailgate delivery if feed is shipped in enclosed trailers, and TWRA staff will assist with unloading. The state reserves the right to sample and analyze any shipment to verify compliance with specifications, with analysis estimated to take three weeks. Any contaminated or moldy feed (within 90 days of receipt) shall be rejected and replaced at no cost to the state within ten business days of notification. The contractor shall bear all costs for rejected feed pickup and return, as well as the cost of subsequent testing for the contract term if an initial independent laboratory test documents non-compliance with specifications.
