About this opportunity
West Virginia Department of Administration Purchasing Division is requesting quotes for network security equipment on behalf of the Alcohol Beverage Control Administration under CRFQ 0708 ABC2700000001, with bids due September 22, 2026 at 1:30 p.m. EST and questions due September 8, 2026 at 2:00 p.m. EST. This is a one-time purchase structured as a Centralized Request for Quote (CRFQ), which establishes a cooperative procurement mechanism potentially available to authorized entities beyond the primary purchasing agency.
The scope comprises two Palo Alto Networks PAN-PA-550 Enterprise Firewalls with mandatory specifications including embedded machine learning for attack prevention, application and user identification across all ports, US-based software updates, high availability (active/active and active/passive modes), centralized administration, audit logging, minimum 6.5 Gbps throughput, administrator account lockout after three unsuccessful login attempts, and multi-factor authentication for remote management. Also required are two four-post 1U rack mounting shelves compatible with the PAN-PA-550 and four SFP+ transceiver modules operating at 10 Gigabit Ethernet speeds with 10GBase-SR interfaces. Vendors submitting alternate or "or Equal" products must provide manufacturer part and model numbers, comprehensive technical documentation demonstrating equivalency, and assume all costs for installation, software configuration, hardware setup, and training; alternate firewall vendors are solely responsible for providing WildFire and Advanced Threat Prevention security software subscriptions for the hardware life.
Delivery must occur within 60 working days of purchase order receipt to the Alcohol Beverage Control Commission warehouse at 97 Independent Avenue, Nitro, West Virginia, with invoicing directed to 900 Pennsylvania Avenue, 4th Floor, Charleston, West Virginia. Vendors must be authorized resellers providing new, genuine equipment only; no refurbished or gray market items are accepted. Pricing must remain firm for the life of the contract. Award will be made to the lowest responsible bidder meeting all specifications. Vendors must maintain commercial general liability, automobile liability, and cyber liability insurance at $1,000,000 per occurrence throughout the contract term and acknowledge receipt of all addenda with their bid submission. Contact James W. Atkins, buyer, at (304) 558-0094 or james.w.atkins@wv.gov. Bids are subject to West Virginia competitive bidding laws and the Freedom of Information Act; all submissions are public documents.
