About this opportunity

The State of Delaware Office of Management and Budget Government Support Services is issuing a Request for Proposal (RFP) for comprehensive fire suppression services, inspections, and testing across all state buildings, hospitals, and Department of Corrections facilities statewide. The procured services include inspection, testing, maintenance, and calibration of fire alarm systems, sprinkler systems, kitchen suppression systems (Ansul), and portable fire extinguishers, with all work required to comply with National Fire Protection Association standards (NFPA 13, 25, 72, 96, 10, 12, 17, and 17A), Delaware State Fire Prevention regulations, and applicable administrative codes. The successful vendor must hold a valid Delaware State Fire Marshal Class 1 License and employ only qualified, certified technicians capable of managing approximately 400+ state and institutional buildings across New Castle, Kent, and Sussex counties. Specific service deliverables include quarterly and annual sprinkler system tests and inspections, three-year dry tests, five-year riser tests, semi-annual and annual fire alarm test and inspections, annual backflow testing where applicable, and hood cleaning and inspection services for kitchen suppression systems. Evaluation will be based on 370 total points across vendor qualification (60 points), service capability with multiple manufacturers (60 points), staff background and experience (50 points), service coverage and scope (50 points), methodology (40 points), price proposal (100 points), and references (10 points). Written questions must be submitted by April 30, 2026, at 3:00 PM, with responses posted by May 7, 2026; proposals are due May 20, 2026, at 3:00 PM through the online Bonfire portal (https://gss.bonfirehub.com/), with contract award expected within 90 days of bid opening. The contract term runs for two years from September 1, 2026, through August 31, 2028, with three optional one-year renewal periods available through negotiation initiated no later than 90 days prior to contract expiration.

The RFP contains no designated set-asides for disadvantaged enterprises, though vendors must certify diverse vendor status if applicable on required vendor forms and provide monthly usage reports and quarterly second-tier diversity supplier reporting upon contract award. No incumbent vendor information or existing infrastructure requirements are specified in the solicitation documents. All responding vendors must furnish a 100% Performance Bond in accordance with Delaware Code Title 29, Section 6927, comply with prevailing wage requirements established by the Delaware Department of Labor (rates ranging from approximately $23.08 to $121.73 per hour depending on worker classification and county), register with the Delaware Department of Labor under the Contractor Registration Act, maintain workers' compensation insurance where required, and provide proof of a state business license. Vendors must also maintain 24-hour emergency response capability with a maximum 24-hour response time, schedule inspections with minimum 10-day notice, provide adequate parts inventory to minimize return visits, and comply with all Department of Corrections security requirements for personnel working in correctional facilities. The contract is designated as a mandatory use contract for all Covered Agencies and is available for cooperative use by other states and governmental entities with Director approval. No specific contract value or budget range is disclosed in the RFP; however, the State reserves the right to award to multiple vendors, make partial awards, or reject any or all bids, with no minimum contract quantities or values guaranteed.
