About this opportunity
The Greater Orlando Aviation Authority is issuing an Invitation to Negotiate for fire alarm system inspection, testing, certification, maintenance, and repair services at Orlando International Airport (MCO) and Orlando Executive Airport (ORL), with responses due August 31, 2026 and a pre-submittal meeting on August 5, 2026.
The scope covers fire alarm systems across Terminals A, B, and C, Airsides 1–4, Terminal C Landside and Airside, the Train Station, and GOAA-supported outbuildings, including a Central Station with AES MESH network infrastructure and EST FireWorks incident management platforms. The contractor must deploy three embedded fire alarm technicians/programmers on scheduled shifts (Monday–Friday 7:00 a.m.–3:30 p.m. and 2:00 p.m.–10:30 p.m., Saturday–Sunday 7:00 a.m.–3:30 p.m.), maintain 24/7 on-call availability with two-hour emergency response times, and perform annual test, inspection, and certification activities during off-peak hours. Qualifications include current FASA/BASA Florida licensure, EST4/EST3/FireWorks certifications, Vesda system certification, NICET II Fire Alarm Systems certification, five years of large networked fire alarm system experience, and Enterprise System Integrator status with Innovative Electronic Design or an approved subcontractor. The contractor must maintain bench stock inventory per the specifications, obtain all necessary permits and licenses, document work through Building Reports and Maximo software, and provide engineering updates to as-built drawings.
The contract is a three-year base period with two one-year renewal options, commencing January 4, 2027. Evaluation criteria include pricing as a best-value factor alongside technical qualifications. Hourly labor rates apply to standard and non-standard work hours; repair service billing commences upon technician clock-in. Performance penalties include $250 per late emergency response, $250 per day for absent on-site technician or contract manager, and up to $500 per incident for failure to meet service standards. The Aviation Authority Board is scheduled to approve on December 16, 2026.
