About this opportunity
The West Virginia General Services Division is requesting quotes for fire alarm inspection, preventative maintenance, and corrective maintenance services across multiple state-owned facilities, with bids due August 27, 2026 at 2:30 p.m. and mandatory pre-bid meetings scheduled August 10–13, 2026.
The scope covers 40 fire alarm systems located at state facilities throughout West Virginia (Charleston, Huntington, Parkersburg, Beckley, and other cities). Services include annual inspections conducted to NFPA 72 standards, repair services with guaranteed response times of 24 hours for standard calls and 4 hours for emergency calls, and parts replacement and installation. The vendor must provide all parts, materials, tools, and travel costs at no additional charge; parts must be supplied at cost plus an approved markup percentage.
The vendor must hold current WV State Electrician licenses for electricians and current manufacturer certifications from BIXI, SIEMENS, SIMPLEX, or other recognized training organizations for service technicians, with a minimum of three years of experience in commercial fire alarm system installation, inspection, and repair. Commercial General Liability Insurance of at least $1 million per occurrence and Automobile Liability Insurance of at least $1 million per occurrence are mandatory.
Pricing structure includes a flat annual inspection fee per fire alarm system, hourly labor rates for maintenance services multiplied by an estimated 500 hours, and a parts markup percentage applied to an estimated $10,000 annual parts cost. All labor carries a 60-day warranty. The initial contract term is one year with three successive one-year renewal periods available.
Liquidated damages are $100 per day for failure to meet response time requirements and $250 per day for failure to meet parts installation deadlines. Quarterly reports detailing work performed, hours worked, and parts costs are required. Technical questions are due August 20, 2026 at 12:00 p.m. Contact Cody G. Taylor, assigned buyer, at 304-352-5531 or cody.g.taylor@wv.gov; site visits may be arranged by contacting Scotty Pauley at 304-993-8452.
