About this opportunity
The Iowa Department of Administrative Services is requesting sealed bids for statewide fingerprint collection and submission services under RFB 005-RFB-2913-2027, with bids due August 24, 2026 at 12:00 AM CDT and a questions deadline of August 14, 2026.
The scope covers electronic fingerprint collection and submission services for criminal history record checks through the FBI/CJIS system on behalf of child care providers, elderly residential facilities, schools, licensing applicants, and other State agencies and eligible political subdivisions. The contractor must operate multiple service locations statewide with appointment scheduling within 10 days, certified and trained personnel, and hours accommodating reasonable driving distances of approximately 25–35 air miles throughout Iowa. All bidder personnel must be certified in fingerprint capture. The contractor collects fees from applicants and remits a predetermined base fee to the State: $26 for Standard applicants and $13 for Volunteer Category applicants. Vendors bid on fees above these base amounts, with separate pricing for in-state and out-of-state submissions.
Technical requirements include compliance with FBI CJIS Security Policy, Electronic Biometric Transmission Specification (EBTS) standards, and the Agency's Interface Control Document. Fingerprint data must transmit to the Agency's Multi-Biometric Identification System (MBIS) within 24 hours in NIST-approved format using equipment with 500 or 1000 ppi resolution. Quality control caps NGI system rejects at 2% monthly and total service provider rejects at 0.50% monthly. The contractor must maintain secure storage of fingerprint images for the most recent six calendar months and develop a contingency plan including manual ink card collection capabilities.
The contract runs August 31, 2026 through August 30, 2029, with the State holding a sole option to renew for up to three additional years. The State processes approximately 40,000 fingerprint cards annually. Bidders must comply with Iowa Executive Order 18 certifications, accept the State's Purchasing Card program for payment, and remit quarterly sales reports with a 1.00% administrative fee on net sales. Payment terms allow 60 days from invoice; bidders may offer discounts for 30-day payment.
