About this file

This is a Request for Bids (RFB) document issued by the Iowa Department of Administrative Services (DAS) for Fingerprint Collection and Submission Services to be provided statewide to multiple agencies and political subdivisions. The solicitation seeks qualified bidders to provide fingerprint-based criminal history record checks through the FBI/CJIS for various entities including child care providers, elderly residential staff, schools, and licensing applicants. The State currently processes approximately 40,000 fingerprint cards annually. The bid opening period runs from July 31, 2026 through August 24, 2026 at 12:00 AM CDT, with a Q&A deadline of August 14, 2026. The initial contract term begins August 31, 2026 and extends through August 30, 2029, with the Agency holding the sole option to renew for up to three additional years. The resulting contract will be available for use by all State of Iowa agencies and eligible political subdivisions.

Pricing is structured as vendor fees retained above established base fees: for Standard applicants, vendors bid on fees above a $26 base fee, and for Volunteer Category applicants, vendors bid on fees above a $13 base fee, with separate pricing for both in-state and out-of-state vendor fees. The State requires submission of quarterly sales reports and assessment of a 1.00% administrative fee on net sales. Payment terms allow sixty days from invoice submission, with bidders able to offer discounts for payment within thirty days. Bidders must accept the State's Purchasing Card (Pcard) program for payment. All bidders must comply with certifications regarding bid independence, debarment status, sales tax registration, insurance requirements, and prohibited company designations under Iowa Executive Order 18. The solicitation is visible to the public, and sealed bids will remain confidential until the closing date.

Sales History

The Agencies currently process approximately 40,000 fingerprint cards per year. This is not a guarantee of future volume, but for estimation purposes only.
