About this opportunity

Broward County Water and Wastewater Services is soliciting bids for FEMA-compliant pipe and valve maintenance, inspection, repair, removal, installation, and replacement services within its service area, with proposals due October 21, 2026. This is an open-end contract activated only upon receipt of a Notice to Proceed, Purchase Order, or Work Order; work applies to both pre-disaster and post-disaster scenarios.

The scope requires furnishing and installing all tools, equipment, materials, supplies, and labor necessary to perform valve and pipe work in compliance with Broward County WWS Minimum Design and Construction Standards, AWWA standards, OSHA requirements, and all applicable federal, state, and local regulations. Contractors must demonstrate proven experience supplying these services within the past three years and employ trained technicians capable of inspecting and installing valves and pipes from multiple manufacturers. A superintendent with supervisory experience on similar projects is required. Response time mandates are critical: mobilization of 50 percent of required resources within two hours and 100 percent within eight hours of notification; emergency on-site arrival within three hours.

Compensation is structured on a unit-price basis for each line item, with all labor, materials, equipment, transportation, excavation, trenching, backfill, cleanup, and restoration costs included in unit prices. Mobilization and demobilization costs are embedded in unit pricing with no separate payment. Pass-through allowances cover undefined repair parts and materials, non-Broward County agency permits and fees, asbestos cement pipe removal and disposal, and specialized subcontractor services at supplier invoice prices without contractor markup. Monthly payment follows completion and County acceptance of documented work. Contractors must maintain current insurance certificates and updated Operations and Safety Plans by May 1 of each contract year and provide one-year warranties on all materials and labor from initial acceptance. All work requires inspection and sign-off by the County's Project Manager before final payment; rejected work is removed and replaced at contractor expense.
