About this opportunity

Capital Metropolitan Transportation Authority (CapMetro) is requesting proposals for federal legislative consulting services under RFP 815472, with proposals due August 17, 2026 at 3:00 p.m. central time and a pre-proposal conference on July 20, 2026 at 10:00 a.m. via Microsoft Teams.

The scope requires demonstrated ability to interpret federal statute and agency rulemaking, provide strategic advice on federal legislative matters, and develop and maintain relationships with U.S. Congress members and relevant federal entities to advance CapMetro's interests. Offerors must demonstrate a record of success providing federal legislative consulting services to public transit agencies and freight and commuter railroads of comparable or larger size. Expertise in interacting with Congress members and federal agency executives and prior experience with transit agencies operating both bus and rail systems are prioritized in evaluation.

The contract term is five years consisting of three base years and two optional renewal periods, with pricing submitted on a monthly basis for twelve months per year. Pricing must be fully burdened and inclusive of all overhead, fees, profit, and expenses; sales tax is excluded as CapMetro is tax-exempt. Proposals are limited to two volumes: a price proposal in Excel format and a 40-page technical proposal. Financial data including bank references and three years of financial statements must accompany proposals. No small business enterprise set-aside goal is established, though vendors are encouraged to use SBEs.

Prime contractors must perform no less than thirty percent of the work with their own organization. Subcontractor certifications are required for contracts exceeding $25,000. Offerors must complete representations and certifications addressing business structure, debarment and suspension status, conflict of interest, compliance with Texas Government Code provisions, workers' compensation requirements, non-boycott certifications regarding Israel and energy companies, restrictions on foreign ownership and telecommunications equipment, and disclosure of artificial intelligence system usage.

Written questions are due July 28, 2026 at 3:00 p.m., with responses provided August 4, 2026. Oral discussions are tentatively scheduled September 16–17, 2026, with final proposal revisions due September 30, 2026 if requested. Contract award is anticipated in November 2026. Proposals must remain effective for a minimum of 120 calendar days from the proposal due date.
