About this opportunity
The County of Los Angeles, through its Internal Services Department, is conducting a Request for Statement of Qualifications (RFSQ) for the Facility Ancillary Services Master Agreement (FASMA) program. The procurement seeks to establish master agreements with qualified vendors who can provide facility ancillary services across four primary service categories: Abatement & Remediation, Consultants, General Services, and Waste & Rubbish. These services range from asbestos and lead abatement to environmental consulting, duct cleaning, pest control, moving services, electronic waste recycling, and hazardous waste disposal. Vendors may qualify in one or more service categories, demonstrating their expertise through comprehensive documentation of experience, capabilities, and compliance with County requirements. The evaluation criteria focus on vendor qualifications, technical capabilities, and ability to meet the County's diverse facility support needs. The solicitation was posted on April 12, 2017, with a due date of January 16, 3025, allowing vendors ample time to prepare and submit their qualifications. The master agreement structure enables the County to issue task orders or purchase orders to pre-qualified vendors as departmental needs arise, providing flexibility and efficiency in procurement.
The RFSQ does not specify explicit set-aside designations or restrictions on responding organizations, suggesting the opportunity is open to a wide range of qualified vendors. There are no mentions of incumbent vendors or specific integration requirements with existing infrastructure or technology. While the document does not outline specific award values or budget ranges, the master agreement format implies that actual spending will be determined through individual task orders issued by County departments. The multi-category approach allows vendors with specialized expertise to compete in their areas of strength, potentially benefiting small, mid-sized, and large businesses with varied capabilities. The master agreement is structured to provide the County with a pre-qualified vendor pool that can respond quickly and effectively to facility ancillary service needs across various departments. Vendors must meet stringent qualification criteria, including demonstrating financial stability, relevant experience, appropriate licensing, and compliance with insurance and bonding requirements to be considered for inclusion in the master agreement program.
