About this opportunity

Pinellas County is seeking a qualified contractor for Facilities Landscape and Irrigation Services through Request for Proposal (RFP) 23-0083, issued on November 30, 2022, with proposals due by January 12, 2023, at 3:00 PM Eastern Time. The procurement covers comprehensive landscape maintenance services for multiple county facilities across five cities, including Palm Harbor, Tarpon Springs, Clearwater, Largo, and St. Petersburg. Services include routine mowing, pruning, trimming of turf and shrubs, mulching, groundcover maintenance, keeping sidewalks and hard surface areas debris-free, and maintaining irrigation systems. Proposers must provide detailed documentation encompassing company qualifications, references, service approach, personnel credentials, and comprehensive pricing proposals. The evaluation will be conducted using a point-based system: experience/qualifications (300 points), statement of work (250 points), approach (150 points), compensation (250 points), and no exceptions to RFP (50 points). A non-mandatory site visit is required, and contractors must complete an attestation confirming site inspections and understanding of service requirements. The initial contract term is 36 months, with potential for two additional 24-month extensions.

The RFP does not specify explicit set-aside designations or restrictions on responding organizations. The total estimated budget for the contract is $180,000 over three years, with $60,000 allocated annually, including $50,000 for materials and $10,000 for rental equipment. Contractors must comply with various regulations, including E-Verify, background checks, and comprehensive insurance requirements covering workers' compensation, commercial general liability, automobile liability, excess/umbrella liability, and pollution legal/environmental liability. The contract allows for a one-time pricing adjustment at 24 months, not exceeding the average Consumer Price Index (CPI) or 10%, whichever is less. Pinellas County reserves the right to terminate the agreement with 30 days' notice and can simultaneously contract with other service providers. The pricing structure includes unit pricing for various labor categories, with provisions for standard and emergency rates, and a cost-plus pricing model for additional maintenance and repair work.
