About this opportunity
The Commonwealth of Massachusetts Executive Office of Energy and Environmental Affairs is requesting quotes for facilitation and analysis services supporting the Third Assessment of the Electric Vehicle Infrastructure Coordinating Council, with proposals due August 24, 2026 at 10:00 AM EST and a bidders' conference scheduled for August 4, 2026 at 11:00 AM EST via Microsoft Teams.
All bidders must meet a minimum Supplier Diversity Plan commitment of 1% of contract sales with SDO-certified diverse business enterprises or non-profit organizations; SDP evaluation comprises 25% of total scoring, with evaluation points awarded for higher commitments.
The scope encompasses project management, technical analysis, and facilitation services for developing comprehensive EV charging infrastructure strategies aligned with state climate goals. Deliverables include assessment development; technical analysis of current and future charger deployment; inventory and forecasting of charging demand; identification of optimal charging hub locations; grid impact analysis at both substation and feeder levels; stakeholder engagement planning and coordination of three in-person and one remote public hearing across the Commonwealth; administrative support for monthly EVICC meetings; and compilation of the Third Assessment report. The consultant will synthesize existing feedback, collect additional feedback at a September EVICC meeting, and develop a finalized assessment scope and detailed outline. Eight primary focus areas include prioritizing high-impact investment opportunities, implementing load management approaches, developing a medium and heavy-duty vehicle charging plan, improving road signage, analyzing charger utilization and payback periods, enhancing siting and permitting processes, assessing grid resilience during emergency events, and expanding municipal and public education resources. Proposals aligned with environmental justice and equity goals, particularly regarding low-income communities and multifamily housing without charging access, are welcomed.
The estimated contract value is $450,000 as a rate-based contract with monthly invoicing for hourly work performed. The contract runs through June 30, 2027, with one renewal option for an additional year pending funding availability, representing a total maximum duration of 22 months.
Evaluation criteria are completeness and clarity of approach (35%), qualifications and experience of team members (25%), price reasonableness and cost-effectiveness (15%), and supplier diversity plan strength (25%). Responses must include a transmittal letter, one-page executive summary, six-page narrative section, and two-page cost proposal broken down by services, staff, and hourly rates. Bidders must disclose any use of artificial intelligence tools and confirm compliance with Commonwealth digital accessibility standards. Electronic submissions are required through COMMBUYS. Questions are due August 7, 2026 at 5:00 PM EST, with official answers published by August 12, 2026. Oral presentations for selected bidders are estimated for August 28–31, 2026, with notification of the apparent successful bidder estimated for September 3, 2026, and an estimated contract start date of September 9, 2026.
