Proposers must be 501(c) nonprofit organizations with five years of experience providing similar services within the last ten years and experience working with individuals impacted by the criminal justice system; all vendors must be approved City suppliers at contract award and comply with San Francisco's social and economic policy requirements, including nondiscrimination standards, prevailing wage payments, Health Care Accountability Ordinance (HCAO) and Minimum Compensation Ordinance (MCO) compliance, and First Source Hiring Program obligations for entry-level positions.

The service provider will maintain an on-site office at County Jail #1 and deliver discharge planning between 2:00 p.m. and 10:00 p.m., with staffing including at minimum one qualified discharge planner, relief staff, and supervisory oversight. The scope encompasses comprehensive case management leveraging knowledge of community-based resources and therapeutic models, housing assistance as a critical reentry determinant, and linkage to behavioral health and substance-abuse treatment services for a diverse population with complex needs including homelessness, mental illness, substance use, and chronic medical conditions.

The not-to-exceed contract value is $511,077 for the initial three-year term, with two optional extensions available (two years and one year, respectively) for a maximum five-year period. Funding is contingent upon fiscal year appropriations and satisfactory program performance. The budget proposal template requires itemization across Program Salaries & Fringe Benefits, Direct Program Operating Expenses, Program Sub-Contract Services, Program Equipment Purchases, and Indirect/Admin/Overhead Costs capped at 20 percent of program costs without approval.

Evaluation criteria are minimum qualifications (pass/fail), a written proposal worth 50 points, a budget proposal (pass/fail), and oral interviews worth 20 points, totaling 70 points. A mandatory virtual conference is September 14, 2026 at 11:00 a.m. PST. Written questions are due September 18, 2026 at 5:00 p.m. PST. Notice of intent to award is anticipated October 6, 2026.
