About this opportunity

The City and County of San Francisco Recreation and Park Department is requesting proposals for structural engineering services on the Kezar Pavilion Renovation Project with proposals due September 10, 2026 at 2:00 p.m., a mandatory pre-proposal conference on August 17 at 1:00 p.m. (virtual), and a question deadline of August 27 at 5:00 p.m.

A Local Business Enterprise (LBE) subcontracting participation requirement of 8% applies, with certified LBE proposers eligible for rating bonuses up to 13%. Prime proposers or lead joint venture partners must hold a current California Structural Engineer license and demonstrate 15 years of structural engineering experience. Required experience includes at least three projects exceeding $25 million in construction cost within the last 15 years — including one significant historic building with seismic upgrades and one recreation or civic facility — plus at least one project exceeding $50 million and two alternative delivery projects (CM/GC, CM at Risk, or GMP).

The pavilion renovation encompasses preservation of historic exterior walls while replacing the foundation, interior balconies, and roof structure; demolition of the existing annex building and construction of a new Park Ranger and community-space building; and seismic upgrades with a seismic importance factor of 1.5. The facility will serve as a disaster response facility for the Department of Emergency Management. The project uses Construction Manager/General Contractor delivery and is partially funded by the Earthquake Safety and Emergency Response Bond. The project timeline spans design development (15 months), construction documents (12 months), permitting (16 months), bid and award (11 months), and construction (23 months) through 2030.

The anticipated contract term is five years with an option to extend for an additional five years. The not-to-exceed amount will be based on the selected proposer's anticipated costs for deliverables and cannot be anticipated at the time of solicitation. Proposals are evaluated on 300 points: 200 points for written proposal and 100 points for oral interviews (short-listed candidates interviewed October 15, 2026; Notice of Intent to Award October 22). San Francisco mandatory compliance requirements apply: Health Care Accountability Ordinance, Minimum Compensation Ordinance, First Source Hiring Program, and nondiscrimination. Professional liability insurance of $1 million per claim is required. An optional site visit is scheduled for August 20 at 11:00 a.m. at 755 Stanyan Street. Contact Sean McFadden, RPD Purchasing and Contracts, at 415-831-2779 or sean.mcfadden@sfgov.org.
