About this opportunity
Mercy Housing is requesting proposals from qualified special inspections consultants for the design and construction of a new behavioral health facility on Treasure Island, San Francisco, with proposals due August 28, 2026 at 5:00 p.m. PDT. The San Francisco Contract Monitoring Division has assigned a 38% Small Business Enterprise (SBE) participating goal for professional services contracting on this project, and SBE firms proposed as prime contractors receive a 10% rating bonus.
The scope covers comprehensive special inspections and materials testing services for Parcel E1.2, a six-story, 120-bedroom building accommodating approximately 290 Substance-Use-Disorder Residential Step-Down beds. The selected consultant will work from the final pre-construction stage through construction administration and close-out. Inspection deliverables include structural elements, concrete cylinder breaks, reinforcement and PT inspections, grout, embed, welding, fireproofing, and fire-caulking assessments as specified on structural drawings S0.005 and S0.006. Proposers must submit a special inspection plan demonstrating project understanding, staffing plans with inspector resumes, three recent comparable projects with references, and a Time-and-Materials Not-To-Exceed fee with hourly rates by line item. Rate schedules must clearly define standard and premium rates (overtime, weekend, holiday), shift differentials, minimum-hour and show-up charges, standby time, mileage, and parking. Monthly invoicing must include schedules of values, percent complete, amounts billed, remaining balance, and forecast-to-complete by line item.
The selected consultant will contract directly with Mercy Housing, the turnkey developer, while the San Francisco Department of Public Health will serve as owner and operator. HealthRIGHT 360 will also operate their program within the facility. Evaluation will be scored 25 points for proposed fees and 25 points for experience in similar building types. The selected firm must carry Mercy Housing California standard insurance naming the owner and Mercy Housing as additional insureds, with potential additions for lenders, investors, the architect, and their consultants. Construction is scheduled to begin November 2, 2026, with project completion expected in December 2028. Proposals should be submitted to Evelyn Perdomo, Project Manager (evelyn.perdomo@mercyhousing.org), and Kyler Blodgett, Assistant Project Manager (kyler.blodgett@mercyhousing.org).
