About this file

This Request for Proposals (RFP) document outlines special inspection and materials testing services for the Treasure Island Behavioral Health Building, a 120-unit, 100% affordable residential step-down facility in San Francisco to be owned and operated by the San Francisco Department of Public Health. Mercy Housing California serves as the developer, with support from Design Studios (Construction Manager), Gensler/Paulett Taggart Architects, DCI Engineers (Structural Engineer), and Cahill Contractors (General Contractor). The scope requires comprehensive special inspections covering structural elements, materials testing including concrete cylinder breaks, reinforcement and PT inspections, grout, embed, welding, fireproofing, and fire caulking as specified on structural drawings S0.005 and S0.006. Proposals were due August 28, 2026 at 5:00 p.m., with selection of the inspection agency anticipated for mid-September 2026 and construction start scheduled for November 2, 2026, with project completion expected in December 2028. The RFP requires proposers to provide a special inspection plan demonstrating project understanding, staffing plans with inspector resumes, three recent comparable projects with references, and a Time-and-Materials Not-To-Exceed fee based on hourly rates organized by line items from the contractor's preliminary estimate.

Proposals will be evaluated and scored based 25 points for proposed fees and 25 points for experience in similar building types, with selection determined by scope evaluation, perceived value, relevant experience, and references. The selected firm must carry Mercy Housing California standard insurance (Attachment A) naming the owner and Mercy Housing California as additional insureds, with potential requirements to add lenders, investors, the architect, and their consultants. Rate schedules must clearly define standard and premium rates (overtime, weekend, holiday), shift differentials, minimum-hour and show-up charges, standby time, mileage, and parking. Pricing assumptions must account for premium time splits for activities such as mat slab and deck pours that may require overtime or weekend shifts, with fixed premium-time rates provided. Monthly invoicing must include schedules of values, percent complete, amounts billed, remaining balance, and forecast-to-complete by line item. The San Francisco Contract Monitoring Division has assigned an SBE participating goal of 38% for professional services contracting, with a 10% rating bonus applied to SBE firms proposed as prime contractors. The selected consultant will contract directly with Mercy Housing California and be responsible for assisting in meeting or exceeding the SBE professional services contracting goal throughout the project duration.

4. Refer to the Construction Schedule and the Special Inspection Quantities (Attachment E) for the anticipated sequence of activities and approximate number of visits.

6. Structural Steel and Steel Stair - proposers shall identify any assumptions for shop inspection location(s) and associated travel.

7. Coordinate Special Inspection where it overlaps with geotechnical observation. Any shoring or geotechnical special inspection covered by the project Geotechnical Engineer is NOT to be included unless specifically noted in the scope tables; proposers shall identify any assumed division of work.

8. Work closely with the General Contractor in providing the services covered herein. Optimize site visits to cover multiple scopes and locations where possible.

9. Provide monthly invoicing including a schedule of values and percent complete, amount billed, and balance for each line item.

10. Actively work with the Owner and General Contractor to meet the project budget.

3.1 Items Requiring Clarification in Proposals

The Contractor’s estimate did not include the following items. Proposers shall price these as clearly identified, separable line items (or note where they are covered elsewhere):

• Deferred Submittals – special inspection associated with deferred-submittal items (e.g., as defined by the structural set).

• Material Testing – laboratory testing including concrete breaks, grout, and related sampling.

• Monitoring – any required instrumentation/monitoring (e.g., adjacent-property or settle-ment monitoring); confirm scope with the Owner.

4. Testing Agency / Special Inspection Selection Proposals will be evaluated by Mercy Housing California and the Owner’s Representative.

Selection will be based on the evaluation of the proposal for scope, perceived value, relevant experience, and references. The Owner reserves the right to interview candidate firms prior to award. Submissions will be scored as follows:

• Fee – 25 points

• Experience in similar building types – 25 points

5. Proposal Requirements and Attachments

Please include the following in your Proposal:

1. A proposed Special Inspection plan specific to the Treasure Island Behavioral Health project explaining how services will be performed. Must demonstrate understanding of the project schedule and scope.

2. Staffing plan and resumes of proposed inspectors and project management staff.

3. Three (3) recent projects, within the last 2 years, with similar Special Inspection scope. Pro-vide initial Special Inspection budget and final cost; client references, project/contract name, reference name, title, and contact information.

4. Your proposed fee for Special Inspection and materials testing services expressed as a Time-and-Materials, Not-To-Exceed amount based on hours and rates for the proposed staff, or-ganized by the line items in Attachment E.

5. A complete rate schedule, including standard and premium (overtime, weekend, and holi-day) rates, shift differential, minimum-hour and show-up charges, standby time, mileage, parking, and sample pickup. State all assumptions regarding shift work and premium time (see Section 6).

6. Other relevant information.

Request that proposals (excluding resumes) not exceed 10 written pages.

6. Terms and Conditions This section outlines the terms and conditions the Developer will seek to include in the consultant contract.

A. Insurance

Mercy Housing California (MHC) standard insurance requirements apply (Attachment A). The most restrictive of MHC’s requirements and any lender/investor requirements shall apply. All policies shall name as additional insureds: (1) Owner (a to-be-formed California limited partnership); and (2) Mercy Housing California and their directors. The Consultant may be required to add additional lenders, investors, the Architect, and their consultants as additional insureds as requested.

B. Pricing, Premium Time, and Schedule

To avoid the scope and cost gaps experienced on comparable projects, the following will be incorporated:

• Premium time – the proposal shall state the assumed split of standard vs. premium (over-time/weekend/holiday) hours, particularly for mat slab and deck pours that may run over-time or weekend shifts. Premium-time rates shall be fixed in the rate schedule.

• Standby and show-up time – the rate schedule shall define standby time, show-up/mini-mum charges, and the notice required to cancel an inspection without charge.

• Schedule basis – pricing shall be tied to the Construction Schedule (Attachment C). The NTE assumes the durations in that schedule.

• Re-forecasting – if the construction schedule is extended, the Consultant shall provide a cost-to-complete forecast based on the updated schedule before performing work beyond the NTE. No work beyond the NTE shall proceed without prior written authorization.

• Invoicing – monthly invoices shall include a schedule of values, percent complete, amount billed to date, balance remaining, and a forecast-to-complete by line item.

C. Grounds for Rejection

The Developer reserves the right to reject any or all proposals if: (1) the proposal was not submitted by the required deadline; (2) the proposal is incomplete; or (3) the Developer withdraws the RFP.

D. Consultant Contract

The selected firm will be required to enter into a consultant contract with the Developer on the Developer’s standard form.

7. Developer’s Rights and Options The Developer reserves the right to postpone or withdraw this request at any time, to reject any and all proposals without indicating any reason for such rejection, or to negotiate with any or none of the respondents.
