About this file

This file is a Questions and Responses document for special inspections and testing services related to the Treasure Island E1.2 Behavioral Health facility project, involving Mercy Housing as the turnkey developer and the San Francisco Department of Public Health as the owner and operator. The document addresses structural inspection requirements for a six-story, 120-bedroom building designed to accommodate approximately 290 Substance-Use-Disorder Residential Step-Down beds. Key inspection scope details include structural steel fabrication and welding by JC Metal Specialists, Inc. in San Francisco, with 23 days of shop welding and 20 days of field welding required; steel stairs fabrication with 10 days of shop welding and 8 days of field welding; nailing, framing, and tiedown inspections requiring up to 45 half-days; and fireproofing assessments. The project timeline indicates construction is scheduled to begin November 2, 2026, with completion expected in December 2028. Proposals were due August 28, 2026, at 5:00 p.m. PDT, submitted to Evelyn Perdomo, Project Manager, and Kyler Blodgett, Assistant Project Manager.

The San Francisco Contract Monitoring Division has established a 38% Small Business Enterprise (SBE) participating goal for professional services contracting on this project, with SBE firms proposed as prime contractors receiving a 10% rating bonus. The selected consultant will provide comprehensive special inspections and materials testing services including structural elements, concrete cylinder breaks, reinforcement and post-tensioned inspections, grout, embed, welding, fireproofing, and fire-caulking assessments. Compensation will be structured as a Time-and-Materials Not-To-Exceed fee with hourly rates by line item, clearly defining standard and premium rates for overtime, weekend, and holiday work, along with shift differentials, minimum-hour charges, show-up fees, standby time, mileage, and parking costs. Monthly invoicing must include schedules of values, percent complete, amounts billed, remaining balance, and forecast-to-complete by line item. The selected firm must carry Mercy Housing California standard insurance naming the owner and Mercy Housing as additional insureds.

1. Structural Steel:

Name and location of Fabricator: JC Metal Specialists, Inc. In San Francisco

No. of days of shop welding: 23

No. of days of field welding: 20

2. Steel Stairs:

Name and location of Fabricator: JC Metal Specialists, Inc. In San Francisco

No. of days of shop welding: 10

No. of days of field welding: 8

3. Nailing, Framing & Tiedown:

No. of Half Days to Inspect: Up to 45 half days

4. Fireproofing/Stopping:

Question: It is unclear in Attachment D whether fireproofing and first stop inspection are required since the box (below) is unchecked. Note that firestop inspections are performed by

SFDBI and are only required by a 3rd party on high-rise structures.

Answer: We don’t believe this to be applicable. There is intumescent paint on the job, but typically we see the building inspector review the substrate before primer and then periodic inspection after that.

Please confirm whether it is required. If required, provide the following:

a) No. of half days to inspect intumescent fireproofing: We have not seen the special inspector need to do penetration firestop inspections on non-high-rise projects.

b) No. of half days to inspect penetration firestop: N/A
