About this opportunity
The City and County of San Francisco Human Services Agency (SFHSA) is requesting proposals from nonprofit organizations to serve as Coordinating Organizations for the CalFresh Community Works Program (CCWP), with proposals due July 29, 2026 at 3:00 PM PDT and a pre-proposal conference on July 14, 2026 at 10:00 AM via Microsoft Teams.
The CCWP is a community-based workfare activity designed to help CalFresh participants meet work requirements and maintain benefits through low-barrier, structured community work assignments requiring no job readiness prerequisites. SFHSA will operate the program using a hub-and-spoke model in which the Coordinating Organization serves as the centralized administrative hub responsible for developing and supporting a portfolio of Host Sites across San Francisco. Host Sites will offer community works assignments enabling participants to develop marketable skills while fulfilling work requirements. Coordinating Organizations may also serve as Host Sites. The program must serve an average minimum of 1,000–1,200 participants annually, with at least 25 percent of assignments accessible to participants with diverse workstyle needs and 20 percent appropriate for non-English speakers. Priority service areas include San Francisco zip codes 94102, 94103, 94124, 94112, 94109, and 94110 where CalFresh participants are most concentrated. Outcome objectives include 75 percent completion of required monthly hours, 50 percent six-month completion with performance evaluation, and 75 percent participant satisfaction ratings of at least 3 on a 5-point scale.
The anticipated grant term is two years from September 1, 2026 to June 30, 2028, with an optional three-year extension available at SFHSA's discretion. Total estimated annual funding is approximately $2.75 million, consisting of a $750,000 annual Coordinating Organization budget on a cost-reimbursement basis and Host Site subcontractor reimbursement at $140 per participant per month for sites serving 15 or more participants ($40 upon enrollment and $100 upon completion of required monthly hours). Funding derives from federal and local sources; SFHSA will add Cost of Doing Business escalators post-award as approved by the City Budget and Controller's Office. The program is expected to serve approximately 17,000 CalFresh participants requiring work requirement support beginning June 2026.
Questions are due July 16, 2026 at 3:00 PM PST. The tentative notice of award is anticipated in August 2026, with services beginning in September 2026. The grant agreement provides for automatic renewal for up to three additional one-year terms for a maximum total duration of four years, unless terminated by either party with thirty days' written notice. Awardees must comply with comprehensive data security and privacy requirements, including FIPS 140-2 encryption, multi-factor authentication, annual privacy and security training, and immediate breach notification within 48 hours.

City and County of San Francisco Human Services Agency (HSA) Funding Opportunity Request for Proposals (RFP) #1240 CalFresh Community Works Program The San Francisco Human Services Agency (SFHSA) announces its intent to seek proposals from nonprofit organizations to serve as Coordinating Organization(s) to partner and support Host Sites in the CalFresh Community Works Program (CCWP). The Coordinating Organization(s) will be awarded as the Grantee and Host Sites will be identified as subgrantees. Coordinating Organization(s) may also serve as a Host Site. The CCWP will be SFHSA's community-based workfare activity designed to help CalFresh participants maintain benefits. By requiring no job readiness prerequisites and enabling participants to engage quickly in structured, community-based work activities, this program offers a low-barrier option for participants to meet work requirements and maintain CalFresh benefits. These host sites will offer community works assignments that support the participant's development of marketable skills while fulfilling their work requirement and contributing to the San Francisco community.
