About this opportunity
The City of Santa Cruz Public Works Department is soliciting bids for the Escalona Drive Storm Drain Rehabilitation Project, a critical infrastructure improvement initiative located in Santa Cruz County, California. The procurement involves the replacement of approximately 130 linear feet of existing 12-inch storm drain pipe with a new 12-inch High-Density Polyethylene (HDPE) pipe between catch basins L5-CA604 and L5-CA603. The project aims to address significant infrastructure degradation, including a collapsed storm drain that has caused a sinkhole on Escalona Drive near Escalona Court. Bidders must submit comprehensive documentation by December 5, 2024, at 2:00 PM Pacific Standard Time, including bid forms, subcontractor lists, insurance certificates, and compliance statements. Qualified contractors must possess a Class A or C34 license and be registered with the California Department of Industrial Relations. The project has a defined scope of work spanning 40 working days, with specific deliverables including pipe replacement, catch basin upgrades from Type A to Type B, roadway surface restoration, and CCTV inspection. Evaluation will focus on selecting the lowest responsible and responsive bidder who can effectively complete the infrastructure rehabilitation.
The contract does not explicitly outline specific set-aside designations for disadvantaged enterprises, though the specifications do emphasize local hiring provisions requiring good faith efforts to employ qualified local residents and apprentices. Contractors must provide performance and payment bonds, with a 5% retention to be withheld until 35 calendar days after project completion. While no incumbent vendors are mentioned, the project involves replacing antiquated infrastructure with modern storm drain systems to reduce flooding and improve street conditions. The estimated contract cost will be determined through unit pricing for various line items including mobilization, traffic control, pipe replacement, and catch basin installation. All contractors and subcontractors must be registered with the California Department of Industrial Relations, ensuring compliance with state labor regulations. The project is funded through the City of Santa Cruz municipal budget, with the primary objective of critical infrastructure rehabilitation and public safety improvement in the Escalona Drive area.
Opportunity text
The existing storm drain between catch basins (L5-CA604 and L5-CA603) has reached the end of its service life and the existing pipe is broken and has collapsed on to itself and has caused a sinkhole to form in Escalona Drive. The existing antiquated Type A Catch Basins will be removed and replaced with modern style Type B Catch Basins.
The Escalona Drive Storm Drain Rehabilitation project will include the installation of a new section of 12-inch diameter storm drainpipe and restoring the pavement damaged by the sinkhole on Escalona Drive near the corner of Escalona Court. The improvement will reduce flooding and improve existing street conditions.
