About this opportunity
The Metropolitan Airports Commission (MAC) in Minnesota is requesting qualifications from consulting firms to perform a comprehensive assessment of its current Oracle JD Edwards EnterpriseOne ERP system and Human Resources Information System, with proposals due November 13, 2026 at 4:00 p.m. CST.
Proposers must satisfy mandatory Minnesota compliance certifications prior to contract award: an Equal Pay Certificate issued by the Minnesota Department of Human Rights (required for contracts exceeding $500,000) or a commitment to obtain it, and a current Certificate of Compliance (Workforce Certificate). Proposers lacking either certification at proposal submission must demonstrate binding obligation to secure it before award. The consultant must also provide an Affidavit of Non-Collusion and complete a Workforce and Equal Pay Acknowledgement Form.
The scope comprises four phases: Current State Assessment, Business Requirements definition, Market Analysis and Options Evaluation, and Business Case/Recommendation/Roadmap development. The consultant will evaluate three primary options—retain and optimize the existing E1 system, retain E1 while adding a dedicated HCM/HRIS platform, or replace E1 entirely—plus any viable hybrid alternatives. Eight deliverables are required, including project plans, current-state assessments, business requirements documentation, options evaluations with implementation roadmaps, and benefits realization plans. All deliverables become MAC property for use in future procurements.
Minimum qualifications require at least five years of ERP/HRIS assessment experience across multiple platforms, successful completion of three similar assessment projects within the past five years, and a senior-level team with expertise spanning ERP/HRIS systems, business process design, technical architecture, governance, change management, and financial modeling. The consultant must demonstrate complete independence—no software reselling, vendor partnerships, referral agreements, or commission-based incentives tied to any vendor. Four professional references are required, including at least one from a public-sector organization.
Pricing is fixed-fee per phase and deliverable, with hourly rates for MAC-approved scope changes. Proposers must submit itemized cost breakdowns with specific hourly rates for all staff, minimum billing time, and reimbursable expense categories. The contract begins March 1, 2027, with project completion by September 30, 2027. A non-mandatory pre-proposal meeting is scheduled October 19, 2026 at 2:30 p.m. Questions and addendum requests are due October 16, 2026. Final Commission approval is anticipated January 19, 2027. The Statement of Qualifications may not exceed 25 pages excluding title page, table of contents, sample outputs, and required forms.
