About this file
This is a Request for Qualifications (RFQ) issued by the Metropolitan Airports Commission (MAC) for an ERP Assessment and Recommendation Consultant. The MAC seeks a qualified independent consulting firm to conduct a comprehensive assessment of its current Oracle JD Edwards EnterpriseOne (E1) ERP system and provide recommendations for optimization or replacement. The scope of work comprises four phases: Current State Assessment, Business Requirements definition, Market Analysis and Options Evaluation, and Business Case/Recommendation/Roadmap development. The project requires evaluation of three primary options—retaining and optimizing E1, retaining E1 while adding a dedicated HCM/HRIS platform, or replacing E1 entirely—as well as any viable hybrid options. A non-mandatory pre-proposal meeting is scheduled for October 19, 2026 at 2:30 PM. Questions and requests for addendum must be received by October 16, 2026, with proposals due November 13, 2026 at 4:00 PM CST. The review and selection process runs from November 16 through December 18, 2026, with final Commission approval anticipated January 19, 2027. The contract is expected to begin March 1, 2027, with project completion by September 30, 2027. The selected consultant will deliver eight deliverables including project plans, utilization matrices, current state assessments, business requirements documentation, options evaluations, business cases with implementation roadmaps, and benefits realization plans.
Pricing is submitted on a fixed-fee basis for each phase and deliverable, with hourly rates applying to any MAC-approved scope changes. The proposer must provide itemized cost breakdowns including specific hourly rates for all staff, minimum billing time, and types of reimbursable expenses. Minimum qualifications require at least five years of ERP/HRIS assessment experience across multiple leading platforms, successful completion of three similar assessment projects within the past five years, and a senior-level team with expertise in ERP/HRIS systems, business process design, technical architecture, governance, change management, and financial modeling. The consultant must demonstrate complete independence and neutrality, with no reselling of ERP/HRIS software, no vendor partnerships or referral agreements, and no commission-based incentives tied to any vendor. Proposers must provide references from at least three prior engagements, with at least one from a public-sector organization. Insurance requirements, affirmative action compliance, and Minnesota Government Data Practices Act requirements apply. All deliverables become MAC property and may be used in future procurements. The Statement of Qualifications may not exceed 25 pages excluding title page, table of contents, sample outputs, and required forms.

I. INTRODUCTION
A. General Information The Metropolitan Airports Commission (MAC) was created by the Minnesota State Legislature in 1943 as a public corporation. Its purpose is to promote air navigation and transportation in and through Minnesota, promote the efficient, safe and economical handling of air commerce, assure the inclusion of the state in national and international programs of air transportation and, to those ends, develop the full potentialities of the Twin Cities metropolitan area as an aviation center. It has the responsibility to assure residents minimal environmental impact from air navigation and transportation, promote the overall goals of the state’s environmental policies and minimize the public’s exposure to noise and safety hazards around airports.
MAC owns and operates one of the nation’s largest airport systems. It includes Minneapolis-St. Paul International and six (6) general aviation airports. The MAC’s airports connect the region to the world and showcase Minnesota’s extraordinary culture to millions of passengers from around the globe who arrive or depart through MSP each year. Though a public corporation of the state of Minnesota, the organization is not funded by income or property taxes. Instead, the MAC’s operations are funded by rents and fees generated by users of its airports.
MAC is governed by a board of fifteen commissioners. The Governor of the State of Minnesota appoints eight commissioners from designated districts within the Twin Cities metropolitan area. The Governor also appoints four commissioners from outside the metropolitan area and the board chair. The mayors of St. Paul and Minneapolis have seats on the board with the option to appoint a representative to serve in their place.
More detailed information about MAC can be found at its web site, www.metroairports.org.

Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 6
E. Title VI Solicitation Notice The MAC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
II. NATURE OF SERVICES REQUIRED
A. Background and Purpose The MAC uses Oracle’s JD Edwards EnterpriseOne (“E1”) [release 9.2, Tools release X.X] as its enterprise resource planning (ERP) system. E1 also performs certain human resources and payroll functions. The MAC does not currently operate a dedicated Human Resources Information System (HRIS) or Human Capital Management (HCM) platform; functions typically handled by an HRIS are performed within E1, in separate applications, or through manual processes.
The MAC is issuing this Request for Qualifications (RFQ) to identify an independent consultant to:
1. Establish a documented, fact-based baseline of how MAC departments actually use E1 and the systems, tools, and manual processes that surround it;
2. Define and prioritize MAC’s business requirements;
3. Objectively evaluate options ranging from optimizing the current environment to replacing all or part of it;
4. Quantify the cost, effort, risk, and business value of each option; and
5. Deliver a recommendation and implementation roadmap sufficient to support an investment decision by the Commission.
The MAC has made no decision regarding its ERP or HRIS platforms. At a minimum, the consultant must evaluate the following options, using the current state as the baseline against which all other options are measured:
• Option A: Retain and optimize E1. Continue on E1, including the investment required to remain supported, current, and fit for purpose.
• Option B: Retain E1 and add a dedicated HCM/HRIS platform or bolt-on solutions. E1 continues to perform financial and operational functions, and a separate HCM/HRIS platform or targeted bolt-on applications are implemented. This option must address whether payroll remains in E1 or moves to the new platform.
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 7
• Option C: Replace E1. Implement a new ERP and HCM/HRIS, either as a single suite or as separate ERP and HRIS products integrated to work together.
• Other options. Any hybrid option the consultant identifies as viable for the
MAC.
The MAC welcomes submittals from all proposers meeting the enclosed RFQ prerequisites. There is no requirement that a vendor have previous work experience with the MAC, and the review team will conduct an unbiased evaluation of all submittals.
B. Scope of Work The selected proposer shall provide the following services, organized in four phases. Each phase builds on the deliverables of the prior phase.
Phase 1: Current State Assessment
1.1 ERP Module Inventory and Utilization. For each E1 module licensed by the MAC, identify:
• Status: in production, partially used, or licensed but unused;
• The departments and business units that use it;
• Approximate number and type of users;
• The business processes it supports;
• The extent of customization (modified objects, custom programs, reports, and integrations); and
• The business owner.
Deliver the results as a module-by-department utilization matrix, together with a comparison of licensed entitlements against actual use. [The MAC will provide a list of licensed modules as an appendix or addendum.]
1.2 Systems, Tools, and Manual Processes Outside the ERP. Identify business functions performed outside E1, including third-party and cloud applications, databases, spreadsheets, SharePoint lists, paper forms, and manual re-keying between systems. For each, document:
• The function, department, and owner;
• Frequency and volume;
• Estimated staff hours;
• How data moves to or from E1; and
• Associated risks, such as control gaps, data integrity issues, or reliance on a single individual.
Areas to be examined include, but are not limited to:
• Timekeeping and scheduling;
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 8
• Benefits administration;
• Recruiting and onboarding;
• Performance management, training, and certification tracking;
• Position control and personnel budgeting;
• PERA and other pension reporting;
• Labor agreement administration;
• Employee data used in badging and credentialing;
• Grant and capital program accounting (e.g., FAA AIP and PFC);
• Airline rates and charges, and tenant and concession lease billing; and
• Budget development and financial reporting.
1.3 System and Technical Assessment. Review:
• Architecture, hosting, and release currency;
• Customizations and integrations;
• Integration points and data flows between MAC digital platforms, assessed from an efficiency standpoint;
• Data flows, reporting, and analytics;
• Performance and reliability;
• Security and compliance posture, including the Minnesota Government Data
Practices Act, records retention, and relevant audit findings; and
• The current support model, including internal staffing, third-party support, and concentration of institutional knowledge.
1.4 User Experience and Process Efficiency. Through surveys and interviews, assess usability, adoption, and pain points. Measure cycle times for key end-to-end processes, including procure-to-pay, hire-to-retire, payroll, and period-end close.
1.5 Current State Cost Baseline. Establish the MAC’s annual total cost of ownership for the current environment, including:
• Licensing and support;
• Infrastructure;
• Internal IT staffing;
• Third-party services;
• Maintenance of customizations;
• Parallel tools; and
• Estimated staff time business units spend on manual workarounds.
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 9
Phase 2: Business Requirements
2.1 Facilitate workshops with Finance, Human Resources, IT, Operations, Internal Audit, Purchasing, [Airport Development / Capital Programs], [Commercial Management / Properties], and other stakeholders identified by the MAC.
2.2 Elicit and deliver documented, prioritized business requirements (must have, should have, could have) for the functionality required of an ERP/HRIS environment, whether those requirements are met by a single system or multiple systems, and whether through new systems or enhancement of existing systems. Requirements must be traceable to the departments that originated them and must distinguish genuine business requirements from current workarounds.
2.3 Identify process improvement opportunities the MAC can pursue regardless of platform.
2.4 Write requirements in a vendor-neutral form suitable for reuse in any subsequent MAC procurement.
Phase 3: Market Analysis and Options Evaluation
3.1 Review ERP, HCM/HRIS, and specialty solutions appropriate to the MAC’s size, public-sector governance, and airport-specific requirements.
3.2 Evaluate each option described in Section II.A against the MAC’s requirements, including:
• Functional fit and gaps;
• Cost;
• Scalability;
• Implementation complexity;
• Vendor viability and product roadmap; and
• References from public-sector organizations, preferably airports, ports, or transit authorities.
3.3 Provide a specific analysis of where payroll should reside under each option and the associated risks.
3.4 Coordinate all vendor contact through the MAC. The consultant shall not share MAC information with any software vendor without the MAC’s prior written approval.
Phase 4: Business Case, Recommendation, and Roadmap
4.1 Business Case. For each option, provide:
• A [10]-year total cost of ownership, covering one-time and recurring costs;
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 10
• Quantified benefits, including hard savings (retired systems, consolidated licensing, reduced support costs), efficiency gains (staff hours recovered, reduced cycle times), risk reduction (controls, compliance, supportability), and strategic value;
• Net present value and payback period;
• Risks, including implementation timelines, data migration strategy, and change management considerations, with corresponding risk mitigation strategies; and
• Stated assumptions and a sensitivity analysis.
Benefits must be derived from the MAC’s Phase 1 baseline rather than generic industry benchmarks, and each benefit must be identified as either cash-releasing or capacity-releasing.
4.2 Business Rationale. Clearly state the business reasons for proceeding with each option versus remaining in the current state, including the cost and risk of taking no action.
4.3 Recommendation. Deliver a final recommendation with supporting justification.
4.4 Implementation Roadmap. For the recommended option, provide:
• Phasing, sequencing, milestones, and decision gates;
• MAC internal resource requirements by role (FTE and duration), including backfill needs;
• Estimated external services costs;
• Required procurement steps;
• Data migration, change management, and organizational readiness requirements;
• Interim measures to sustain required HR functionality until the recommended solution is fully in place; and
• Total cost projections.
4.5 Benefits Realization Plan. Define the key performance indicators, baselines, targets, and accountable owners the MAC will use to measure whether projected value is achieved.
4.6 Executive Materials. Prepare an executive summary and presentation suitable for MAC leadership and the Commission.
C. Level of Effort and MAC Participation Proposers shall estimate the MAC staff effort required to complete the assessment, by role and approximate hours, including subject matter experts, workshop participants, and IT staff. The MAC will use this estimate to plan staff availability.

The MAC hereby notifies all proposers that in regard to any contract entered into pursuant to this request for qualifications, Small Business (SB) will be afforded full opportunity to submit bids in response and will not be subjected to discrimination on the basis of race, color, sex, age, religion, national origin, or disability.
A small business is defined as:

(TGB); Economically Disadvantaged (ED); Veteran-Owned (VO); Disadvantaged Business Enterprises (DBE); or Central Certification Program (CERT); or

VIII. Minnesota Government Data Practices Act
A. Treatment of SOQ Data All data submitted to MAC by proposers is governed by the Minnesota Government Data Practices Act. Under Minn. Stat. §13.591, at the time and date SOQs are due, the name of the proposer becomes public information. All other information in the SOQ, including any price information, does not become public until MAC has completed negotiating the contract with the selected proposer. Therefore, most information in the SOQ does not become public information until after the Commission awards the contract and the contract has been negotiated.
When the Commission has negotiated a contract with the successful proposer, the evaluative data (data created or maintained by MAC as part of the evaluation process) and information in all of the SOQs becomes public, with the exception of trade secret data. In order to qualify as trade secret data, all of the provisions set forth in Minn. Stat. §13.37 must be met. Trade secret data is:
government data, including a formula, pattern, compilation, program, devise, method, a technique or process (1) that was supplied by the affected individual or organization, (2) that is the subject of efforts by the individual or organization that are reasonable under the circumstances to maintain its secrecy, and (3) that derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 20
An assertion by a proposer that their SOQ is copyrighted or otherwise protected does not prevent public access to the data in the SOQ at such time that the data becomes public data under Minn. Stat. §13.591.
During the evaluation process, proposers cannot look at SOQs submitted by other proposers or data created by MAC as part of the selection or evaluation process.
During that process, MAC staff, outside experts who have signed confidentiality agreements and MAC Commissioners may be informed of the data in the SOQs and may view the SOQs. Proposers may discuss their SOQs with MAC Commissioners, but MAC Commissioners are not able to reveal the contents of the other SOQs.
During MAC’s public Committee and Commission meetings, Commissioners are able to publicly discuss any information submitted in the SOQs to the extend reasonably necessary to conduct the business at hand. The data, however, retains its classification as private or nonpublic until completion of negotiations.
If all responses to an RFQ are rejected by the Commission prior to “completion of the evaluation process,” all SOQ data, other than the names of the responders, remains private or nonpublic until a resolicitation of the RFQ results in completion of the evaluation process or a determination is made to abandon the process. If the rejection occurs after “completion of the evaluation process,” the data remains public. If a resolicitation of SOQs does not occur within one year of the SOQ opening date, the remaining data then becomes public.
In order to facilitate the treatment of data, please identify the items in your SOQ that are not public under Minnesota law (and only these items) by labeling those items on each page as “Not Public.”
B. Acknowledgement By submitting a SOQ, the proposer acknowledges that all information is subject to potential disclosure under the Minnesota Government Data Practices Act (Minnesota Statutes, Chapter 13) and are subject to disclosure upon request ,and agrees that MAC will have no liability for any such disclosure. Any information the responder wishes to claim as non-public must meet the definition of trade secret information as outlined in Minnesota Statute §13.37. If the responder wishes to redact any data that meets these criteria, a separate redacted version of the SOQ must be uploaded to the designated online portal for use in responding to data practices requests. If no redacted version is provided, the original proposal will be released in its entirety, without redactions, in response to public data requests.
In addition, the proposer acknowledges that an executed agreement (including a professional services authorization) with MAC is public data in its entirety, unless otherwise noted in the agreement.

C. Data on Individuals Persons who supply data about themselves in response to this RFQ are entitled to know the following information under the Minnesota Government Data Practices Act:
1. The information requested will be used to evaluate the SOQs.
2. The proposer is not legally required to supply this information.
3. By supplying information, the proposer or individual may be selected to perform work for MAC.
4. Failure to supply information may result in a determination by MAC that the SOQ is non-responsive; and
5. The public is authorized by law to receive information that is not classified by law as private, confidential, or nonpublic data.

Third Parties will not make notes of, copy or reproduce any Confidential Information in any form, except as reasonably required for completion of their assigned tasks.
3. Data Governance. If the work conducted under this PSA requires a transfer of data from MAC to Consultant or access to information systems used by MAC, the following provisions apply. Upon written request from Consultant, MAC may, in its discretion, grant a written waiver of any of the requirements of Section 3.
3.1 Data License. MAC grants to Consultant a limited, non-exclusive, non-transferable, non-sublicenseable, royalty-free license during the Term of the PSA to use data
Request for Qualifications– ERP Assessment and Recommendation Consultant 10/01/2026/ 24 provided by MAC solely for the conducting of work under this PSA (“MAC Data”) and only for the purposes approved in writing by MAC at the time of transfer.

At all times that Consultant has access to MAC Data or MAC information systems, Consultant must maintain a comprehensive Written Information Security Program (the “WISP”) commensurate with the size and complexity of Consultant, nature and scope of the PSA, and the sensitivity of the MAC Data used or maintained. The WISP must dictate information systems security requirements based on a documented risk assessment. The WISP must be in compliance with (i) relevant laws, regulations, orders, and rules. 3.4.4 Encryption. Consultant must encrypt MAC Data using strong encryption technologies while such information is at rest and during transmission using public networks or leased lines. MAC considers appropriate secured transmission technologies to be VPN, HTTPS, and SFTP. Consultant agrees that any File Transfer Protocol (FTP) activity containing MAC Data under the PSA must be conducted through an encrypted session connection for the duration of the term while files are transmitted. Consultant must cooperate with MAC in a timely manner and as may be required to de-encrypt such electronic transmission.
