About this opportunity

The Regional Transportation District (RTD) in Denver, Colorado is requesting proposals for a cloud-based Enterprise Resource Planning (ERP) Software-as-a-Service (SaaS) solution under RFP 126DT039, with proposals due August 27, 2026 at 2:00 p.m. This procurement is for ERP software providers only; Systems Integrator services will be procured separately in a follow-on RFP. A pre-proposal briefing is scheduled for July 24, 2026 at 1:00 p.m. via Microsoft Teams.

RTD seeks to replace its aging Oracle E-Business Suite across finance, procurement, and inventory management with a primary objective to meet current operational needs in those three modules and a secondary objective to extend the same solution to human resources capabilities. RTD has developed detailed agency-specific functional requirements for finance, procurement, and inventory management; for HR, RTD is using representative requirements reflective of public transit agency needs. The evaluation will assess alignment with functional and non-functional requirements, long-term strategic fit, overall value, and the platform's maturity, flexibility, and extensibility to support evolving business requirements.

The contract structure is fixed-price with a 10-year initial term commencing September 1, 2026, plus two optional 5-year extension periods and an additional option to extend up to six calendar months beyond all available periods. RTD reserves the right to terminate for convenience with 14 days' notice or for default with seven days' notice and opportunity to cure.

Evaluation uses two phases: Phase I applies eight criteria including functional requirements compliance (26.7% weight), pricing approach and transparency (25.3% weight), proposer qualifications (10.7% weight), and solution overview (10.7% weight). Phase II consists of solution demonstrations evaluating demonstrated capabilities, usability, and alignment with RTD's requirements. The non-functional service level requirements mandate FedRAMP or SOC2 Type II certified hosting, 99.9% uptime guarantee, 24x7x365 support for critical issues, AES-256 encryption, multi-factor authentication, and data residency within the US mainland with geographic redundancy.

RTD has not specified an SBE participation goal but encourages proposers to pursue subcontracting and partnering with SBE firms and document diversity efforts. Questions are due July 29, 2026 at 4:00 p.m., with RTD responses by August 12, 2026 at 4:00 p.m. RTD intends to award within 60 days of the proposal due date.

Opportunity text

The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified vendors for a modern, cloud-based Software-as-a-Service (SaaS) Enterprise Resource Planning (ERP) solution to support RTD's core business functions. This procurement is focused on the selection of the ERP software platform and its capabilities to meet RTD's business needs. As mentioned earlier, there will be a separate and follow-on RFP for the chosen ERP Systems Integrator (SI) services. So, please note that this RFP is for ERP SaaS software providers only.
This RFP has two key objectives: 1) the primary objective is to identify an ERP solution to replace RTD's existing Oracle E-Business Suite (EBS) across finance, procurement, and inventory management; and 2) the secondary objective is to invite the same ERP solution proposer to also propose its solution for human resources business functions. The RTD is seeking this dual objective strategy to "eventually" align with its strategic goal to be served by one-single ERP solution for all of its administrative business needs.
In support of this RFP, RTD has developed detailed, agency-specific business and functional requirements for the finance, procurement, and inventory management functions; and for human resources (HR), RTD is using a set of representative HR requirements that are reflective of public transit agency HR business needs.
Evaluation will focus on finance, procurement and inventory requirements, along with how the proposer brings in the HR modules/functionality to meet and align with RTD's long-term vision of a "single-ERP platform" for all of its business needs. RTD will review proposals for alignment with requirements, long-term strategic fit, and overall value; including the maturity, flexibility, and extensibility of the proposed platform. RTD is interested in solutions that not only meet current needs but demonstrate the ability to support evolving business requirements, enable seamless integration across all ERP and other functional domains, and drive continuous improvement in business processes and data management.
RTD encourages participation from all qualified ERP vendors and is committed to a fair, open, and competitive procurement process. RTD will select the solution that best meets its overall business needs and long-term strategic objectives.
