About this file

This document is a technical proposal submittal structure attachment for the Regional Transportation District (RTD) in Colorado's Request for Proposal (RFP) for an Enterprise Resource Planning (ERP) Software-as-a-Service (SaaS) solution. The RFP seeks a modern, cloud-based ERP platform to replace RTD's existing Oracle E-Business Suite across finance, procurement, and inventory management functions, with a secondary objective to extend the same solution to human resources business functions. The proposal must follow a structured format comprising nine sections plus technical submittals and must include a cover letter signed by an authorized representative, a table of contents, and partner acknowledgement letters if applicable. The Executive Summary is limited to 60 pages and must present a high-level overview of the proposed solution, its alignment with RTD's objectives, and the proposer's qualifications. Proposers must include detailed responses to functional requirements, non-functional service level requirements, integration and data architecture capabilities, product strategy and innovation roadmap, implementation ecosystem details, and SaaS licensing terms using specified technical submittals labeled A through G.

Proposers must complete comprehensive requirements compliance matrices for both functional and non-functional requirements without modifying RTD-provided content, accurately reflecting their ERP SaaS platform capabilities and substantiated rather than conceptual functionality. Responses must address RTD's need for a unified, scalable enterprise environment with seamless integration across finance, procurement, inventory, and human resources domains, demonstrating the platform's maturity, flexibility, and ability to support evolving business requirements over the contract lifecycle. The document specifies that proposers must provide minimum three client references demonstrating experience with organizations of similar size and complexity, particularly public sector and transportation industry clients, along with financial qualifications and legal disclosures. Pricing and cost information must be submitted separately in Volume III of the proposal, while Section 9.0 addresses SaaS licensing structure and contractual terms, with proposers required to submit standard SaaS subscription agreements and related contractual materials as Submittal G, acknowledging that final agreements will be subject to negotiation to align with RTD's legal, procurement, and technical requirements.
