About this opportunity

Hennepin County, in partnership with the City of Minneapolis, is requesting proposals for preliminary design engineering services on the CSAH 23 (Marshall Street NE) Phase 2 Reconstruction Project, with proposals due July 22, 2026 at 1:00 p.m. CST. The procurement uses a Qualifications-Based Selection (QBS) process; proposers must not include costs in their proposals, as price will be negotiated with the selected consultant.

An SMBE (Small Minority Business Enterprise) goal of 14% has been established for the project. Evaluation criteria are weighted: Plan for Performing Services (45%), Experience and Qualifications (35%), Quality of Proposal (10%), and CERT-Certified Small Business Enterprise Participation (10%), with up to 10 additional points available for Emerging Small Business Enterprise (ESBE) incentive participation.

The scope encompasses project management, public engagement and stakeholder involvement, agency permitting and coordination, utility coordination, right-of-way identification, data collection and reporting (survey, geotechnical services, and traffic analysis), environmental documentation and screening, and concept and preliminary design engineering with cost estimates and drainage analysis. The roadway reconstruction covers the corridor between Lowry Avenue NE (CSAH 153) and St. Anthony Parkway in Minneapolis. All services must be completed to support a construction contract award by Quarter 1 of 2030, with planning, specifications, engineer's estimate, and environmental documentation required by November 2029.

The project is funded through federal, state, and local sources, with federal funding from the 2024 Metropolitan Council Regional Solicitation under the Roadway Reconstruction-Modernization category. Work is subject to MnDOT Federal Aid oversight and the Delegated Contract Process (DCP).

Questions are due July 8, 2026 at 1:00 p.m. CST. Shortlisted proposers will be notified by August 10, 2026; interviews are scheduled for August 19, 2026; and the selected proposer will be notified by August 21, 2026, with an effective start date of January 15, 2027.
