About this opportunity
The City of Loveland is requesting qualifications for engineering services to design vehicle and pedestrian improvements at three intersections—Taft Avenue/14th Street SW, Taft Avenue/10th Street SW, and the south King Soopers entrance on 14th Street SW—under RFQ 2026-060, with proposals due September 24, 2026 at 2:00 p.m. Mountain Time. This is a qualifications-based selection under the Brooks Act (40 USC 1101-1104) and 49 USC 5325(b); proposals must not include pricing.
The scope encompasses project management, design services, plan submittals, and construction assistance. Deliverables include dual left turn lanes on Taft Avenue, median and right-turn-lane reconfigurations at both Taft intersections, curb bump-outs on 10th Street SW, and a pedestrian trail crossing with signaling at the King Soopers location. The consultant must attend one kickoff meeting, one on-site field visit, three stakeholder visits, ten stakeholder coordination meetings, one field investigation review meeting, one final office review meeting, and bi-weekly progress meetings. Proposals are limited to five pages excluding covers.
The project is funded through a Federal Highway Safety Improvement Program (HSIP) Grant and Colorado Department of Transportation local match grant, requiring compliance with federal and state regulations. The selected consultant will work on a unit price basis with a not-to-exceed total price to be negotiated following reference verification.
Evaluation uses a 1-to-5 rating scale weighted as follows: scope of proposal (3.0), assigned project team qualifications and experience (3.0), and motivation/proposal completeness (1.0). Reference checks on the top-rated proposer will assess overall performance, schedule adherence, responsiveness, cost control, and job knowledge. Questions are due September 16, 2026 at 5:00 p.m. MST, with answers expected by September 21. Proposals must be submitted electronically via www.bidnetdirect.com/city-of-loveland. The City reserves the right to reject any or all proposals.
