About this opportunity
The County of Orange, New York is requesting proposals for engineering services to design stabilization of two critical slopes adjacent to County Road 32 (Mill Street) in the Town of Cornwall and County Road 74 (Forge Hill Road) in the Town of New Windsor under RFP-DPW09-26, with proposals due August 13, 2026 at 4:00 p.m. and questions due July 30, 2026 at 4:00 p.m.
The Consultant must be a New York State licensed professional engineer or entity with a Certificate of Authorization and demonstrate a minimum of five years' experience in geotechnical engineering and slope stabilization services. The scope includes slope analysis and stability modeling, geotechnical investigation (approximately four borings per location), two preliminary design alternatives with cost estimates, right-of-way coordination for three permanent and three temporary easements per location, SEQRA compliance documentation, stormwater pollution prevention planning, and full design development from 60% through 100% completion with construction specifications and detailed cost estimates. The Consultant must also provide bidding and construction design support services. The County will award two separate contracts—one per project location.
CR 32 involves a progressive slope failure along Moodna Creek with the head scarp currently less than 30 feet from the roadway edge and advancing at approximately 1.5 to 2 feet annually; preliminary cost estimates for stabilization range from $5.8 million to $12.3 million depending on investigation duration and remediation approach. CR 74 involves a similar erosion mechanism with the head scarp approximately 21 feet from pavement; preliminary stabilization cost estimates range from $11.8 million to $23 million, with significant permitting coordination required due to proximity to Knox Headquarters State Historic Site and the Town of New Windsor public water supply facility.
The initial contract term is three years with an option for one additional two-year renewal and potential for up to two months further extension (or three months with consultant concurrence). Proposals must include lump-sum or hourly rates covering all costs, expenses, travel, reproductions, and permit fees, plus hourly rate schedules by position for calendar years 2026–2031. Evaluation criteria—consultant capability and qualifications, understanding of RFP requirements, relevant experience, and cost proposal—are weighted equally on a 0–20 point scale per category, with cost scoring favoring the lowest proposal. The Consultant must maintain comprehensive insurance including professional liability of $1 million per claim and comply with Orange County's pay-to-play Local Law No. 13 of 2013. No incumbents have been awarded identical or substantially similar contracts within the past five years. FEMA grant funding through New York State Division of Homeland Security and Emergency Services may be available for portions of the work, subject to federal and state compliance requirements including Davis-Bacon wage standards, civil rights laws, and environmental protections.
