About this opportunity

The City of Detroit is requesting quotes for emergency residential demolition at 3867 W Kirby under an RFQ with quotes due September 8, 2026. Only vendors prequalified by the City of Detroit Office of Contracting and Procurement Non-Proposal Demolition Program are eligible to submit.

The property is a severely deteriorated 1–1.5 story brick single-family dwelling presenting imminent collapse hazards, including a partially collapsed roof, fire damage throughout interior and exterior, a bowing left wall subject to collapse, and structural failure of the front porch column. The structure is 3,441 square feet on 0.079 acres, zoned R2, and vacant and open to trespass with an occupied dwelling immediately adjacent on the left side.

The scope includes demolition without asbestos abatement, backfill and grading, and site finalization. The contractor must complete demolition within three calendar days of Notice to Proceed, request an Open Hole Inspection within seven calendar days of commencing demolition, and complete backfill and grading with a Winter or Final Grade Inspection request within fourteen calendar days of Open Hole Approval. Field supervisors must have completed OSHA Lead Awareness Training within twelve months; at least one operator or laborer per site must possess asbestos awareness credentials or certifications from MIOSHA. Backfill material must be sourced from a Category 2 approved source listed on the City of Detroit's Backfill platform and comply with Michigan Part 201 Residential Cleanup Criteria. Effective August 1, 2026, the Detroit Water and Sewerage Department will inspect and remove lead service lines within five business days of notification, with the demolition timeline paused during this process.

Respondents must submit completed Price Sheets and Professional Rate Sheets in Excel format with unit rates as mean averages per unit of measure; submissions with rate ranges, qualifying notes, alternate unit types, or blank fields will be rejected as non-responsive. Quotes remain binding for 120 days following the deadline. Successful vendors must provide 100% performance bonds and 100% payment bonds within seven calendar days of award notice, along with current Certificates of Insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds. The contractor bears all costs for equipment, materials, permits, corrections, damage repairs, waste disposal, and assumes full responsibility for damage to surrounding properties, infrastructure, and structures. Payment is made under the City of Detroit Prompt Payment Ordinance, Net 30 terms.
