About this file
This document contains notes for inclusion in a Request for Proposal (RFP) issued by the City of Detroit's Construction & Demolition Department (CDD) and Building, Safety Engineering and Environmental Department (BSEED) for emergency residential demolition services. The project involves the demolition of a severely deteriorated 1-1.5 story brick single-family dwelling located at 3867 W Kirby in Detroit, Michigan. The structure presents imminent collapse hazards, including a partially collapsed roof, fire damage throughout the interior and exterior, a bowing left wall subject to collapse, and structural failure of the front porch column. The property is vacant and open to trespass, with an occupied dwelling immediately adjacent on the left side, necessitating urgent action. The contractor must meet emergency timelines regardless of frost law restrictions and must comply with all requirements outlined in the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025.
Backfill material must be sourced from a Category 2 approved source listed on the City of Detroit's Backfill platform. Effective August 1, 2026, the contractor will be subject to a coordinated process with the Detroit Water and Sewerage Department (DWSD) whereby DWSD will inspect and remove any lead service lines within five business days of notification, with the demolition timeline paused during this process. No changes to contractor responsibilities result from this DWSD coordination. The CDD will track hold dates and release dates in Salesforce to ensure accurate performance and timeline compliance monitoring.

Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
