About this opportunity

The City of Detroit is requesting quotes for emergency residential demolition at 3014 St Clair under an emergency procurement with submissions due August 13, 2026 at 10:00 a.m. EST and questions due at 9:00 a.m. EST the same day. The property, a fire-damaged two-story, two-family frame dwelling damaged December 2, 2022, exhibits severe structural compromise including disintegrated first-floor band joists and studs, sunken second-floor joists approximately one foot at center, suspended walls, interior collapse, and outward-buckling rear walls; the City Building Official issued a Notice of Emergency Ordered Demolition on August 3, 2026 (Record DNG2014-07092) and the structure is posted as unsafe and in immediate danger of collapse.

Bidders must complete on-site property inspections, obtain date-stamped photographs combined into a single PDF submission, and submit pricing on the City's standardized Excel price sheet using unit rates for two service categories: Demolition (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, and asbestos-containing material and construction/demolition material disposal) and Backfill, Grade, and Site Finalization (administration, supervisor, laborer, equipment, backfill material, and topfill material). All highlighted cells must contain a single mean unit rate per measure with no ranges, qualifications, or blank fields; incomplete or non-responsive submissions may be rejected.

Contractors must be City of Detroit-licensed, complete the Combined Certificates of Authority form, comply with the City's Income Tax and Account Receivables Clearance process, provide signed signature pages with authorized agent signatures, submit current standard documents, and complete an Affidavit of Disclosure of Demolition Contractors form. Backfill material must source from a Category 2 source approved on the City of Detroit Backfill platform. Contractors are not responsible for permit costs such as wrecking or hydrant permits but bear responsibility for hydrant re-inspection fees of $134.00 if hydration testing fails. Emergency timelines must be met regardless of Frost Law restrictions. Upon receipt of BSEED Open Hole Approval, the Detroit Water and Sewerage Department will verify water service line material and remove lead service lines if present within five business days; the project timeline will pause during this hold period. Award will result in a Purchase Order with delivery at 1301 3rd Avenue, Suite 601, Detroit, Michigan 48226. Evaluation is price-only with sealed bids; payment terms are Net 30, FOB delivered, with freight borne by the seller using the lowest-cost carrier.
