About this file
This is an RFP note document for the City of Detroit's Construction & Demolition Department (CDD) regarding an emergency residential demolition project at 3014 St Clair in Michigan. The project involves the demolition of a fire-damaged two-story, two-family frame dwelling that was damaged on December 2, 2022, and has been posted as unsafe. The structure exhibits severe structural compromise including disintegrated first-floor band joists and studs, sunken second-floor joists approximately one foot at the center, suspended walls, interior collapse creating life safety hazards, and outward-buckling rear walls. The property is surrounded by vacant lots to the north and south. Emergency demolition timelines must be met regardless of whether Frost Laws are in effect. The project scope includes standard demolition services and requires the awarded contractor to use backfill material from a Category 2 source approved on the City of Detroit Backfill platform.
The successful vendor must comply with the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025. As of August 1, 2026, the Detroit Water and Sewerage Department (DWSD) will be notified upon receipt of BSEED Open Hole Approval to verify water service line material and remove any lead service lines if present, with completion expected within five business days. Upon notification, CDD will create a demolition issue in Salesforce that automatically notifies the contractor and pauses the project timeline, with both the hold date and release date documented to ensure accurate tracking of contractor performance and contractual compliance. No changes to the demolition scope of services or contractor responsibilities result from this lead service line removal process.

Notes to Include in the RFP
BSEED Inspector Description: On complaint inspection, found 2 story 2 family frame dwelling. Fire damaged. Posted. Open to elements at rear wall and roof. Fire and rot has disintegrated 1st floor band joist and studs, leaving floors above unsound and structurally compromised. 2nd floor joists have sunk approximately 1' at center, leaving previously supported walls suspended by compromised 2nd floor roof. Interior collapse has left overhead life safety hazards at south and rear elevations. Rear wall buckling outward at 2nd floor joist, pulling south 2nd floor wall inward. Further deterioration poses risk of full collapse at rear of structure. Vacant lot to the north and south.
Rec Emergency Demolition.
DFD Fire Occurrence Date: 12/2/2022
*Emergency timelines must be met regardless of if Frost Laws are in effect.
Backfill:
· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.
DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
