About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency residential demolition at 19336 Fleming, with proposals due July 23, 2026 at 2:00 PM EST and questions due the same day at 12:00 PM EST.

The property is a 1.5-story, single-family frame dwelling, vacant and secured, with a caved-in roof and an out-of-plumb south elevation wall in imminent danger of collapsing into an adjacent occupied dwelling at 19330 Fleming. The scope includes complete structural demolition, debris removal, hazardous material abatement as required, backfill and grading, and site restoration to safe and compliant condition. All backfill material must source from a Category 2 approved source on the City of Detroit Backfill platform. Emergency timelines must be met regardless of frost laws in effect.

Bidders must conduct on-site visits, capture date-stamped photographs, and submit pricing using the provided Excel price sheet. The rate schedule requires unit rates for two primary categories: Demolition (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, asbestos-containing and construction/demolition material disposal, and air monitoring) and Backfill, Grade, and Site Finalization (administration, supervisor, laborer, equipment, backfill below 12 inches, and topfill for top 12 inches). All highlighted cells must be completed with mean-average unit rates only; ranges, qualifications, blank fields, or alternate unit types render submissions non-responsive. Respondents may not include permit costs (wrecking or hydrant permits); however, contractors are responsible for hydrant re-inspection fees of $134.00 if the hydrant fails.

Evaluation criteria: price only. Payment terms are Net 30. Bidders must complete Income Tax and Accounts Receivable clearance, provide Combined Certificates of Authority, upload current standard documents, and submit an Affidavit of Disclosure of Demolition Contractors. Contractors may not assign the purchase order, contract, or monies without prior written approval from the Chief Procurement Officer and Chief Financial Officer. Buyer contact: Elisha Wright, wrightel@detroitmi.gov; technical support: Cedric McCree, (313) 670-7878.
