About this opportunity

The City of Detroit is soliciting quotations for emergency residential demolition at 15768 Virgil under an expedited RFQ process, with proposals due September 4, 2026. A Notice of Emergency Ordered Demolition issued by the Detroit Building Official on August 28, 2026 declares the structure structurally unsound and dangerous, triggering immediate demolition authority under Detroit City Code 8-17-41 through 8-17-45 and federal NESHAP regulations (40 CFR 61 Subpart M).

The scope encompasses complete demolition and removal of the residential structure, site preparation, debris management, structural demolition, hazardous material handling (including both regulated and non-regulated asbestos-containing materials), waste removal and disposal, site cleanup, and restoration to a safe condition. The contractor must comply with local demolition standards, environmental regulations, protection of adjacent properties, and documentation of waste streams.

Pricing is submitted on a Professional Rate Schedule requiring detailed unit rates for two primary service categories: Demolition (hourly rates for administration, supervisor, laborer, and equipment; trucking for regulated and non-regulated materials; disposal of asbestos-containing and construction/demolition waste; and air monitoring) and Backfill, Grade & Site Finalization (hourly rates for administration, supervisor, laborer, and equipment; per-ton pricing for backfill material and topfill material). All highlighted cells must be completed with single mean-average unit rates; the City of Detroit prohibits ranges, conditional language, qualifying notes, and blank fields. Incomplete or non-responsive rate sheets may result in proposal rejection. The City reserves the right to request rate clarification within twenty-four hours.

Property owners have three business days from the August 28 notice to apply for permission to use their own licensed contractors. The City may proceed with demolition within this period if necessary to protect public welfare. Property owners may request an administrative hearing within ten days, though the Building Official may proceed with demolition prior to any hearing if deemed necessary for public safety.
