About this opportunity

The City of Detroit is requesting quotes for emergency residential demolition at 13517 Heyden, with questions due August 27, 2026 at 1:00 PM EST and proposals due the same day at 3:00 PM EST. Price is the sole evaluation criterion; award will be based on lowest cost.

The scope is demolition of a one-story frame dwelling damaged by fire with structurally unsound exterior walls, classified as emergency with expedited timelines that override frost law restrictions. Demolition must be completed within three calendar days of Notice to Proceed, with all debris removed and an Open Hole Inspection requested within seven calendar days. Backfill and grading operations must be completed within fourteen calendar days of Open Hole Approval, with Final Grade Approval and seeding by June 30 for winter demolitions. Contractors must source backfill material from City of Detroit-approved Category 2 sources. As of August 1, 2026, contractors must coordinate with the Detroit Water and Sewerage Department to verify water service line materials and remove any lead service lines if present, with DWSD work completed within five business days of notification; the demolition timeline will be paused during this process.

Bidders must submit two schedules: an Emergency Professional Rate Schedule with unit rates for demolition (administration, supervisor, laborer, equipment, regulated and non-regulated material trucking, asbestos and construction-demolition debris disposal, air monitoring) and backfill/grade/site finalization (administration, supervisor, laborer, equipment, backfill and topfill materials); and a Price Sheet with total project cost across three phases. All rate fields must be completed with mean values; no ranges, conditional notes, or blank fields are permitted. Payment terms are Net 30 at the lowest-cost carrier. Contractors are not responsible for permit costs but are liable for $134.00 hydrant re-inspection fees if the hydrant fails on residential structures.

Bidders must visit the site, obtain dated photographs combined into a single PDF, complete Combined Certificates of Authority, Income Tax and Account Receivables Clearance, signature pages, and an Affidavit of Disclosure. Field supervisors require OSHA Lead Awareness Training; demolition workers require asbestos awareness credentials. Contractors are subject to the City of Detroit Construction & Demolition Department Abatement and Demolition Contractor Discipline Policy effective May 12, 2025.
