About this opportunity

The City University of New York (CUNY) is requesting proposals for professional design services to develop a Centralized Emergency Operations Center at John Jay College of Criminal Justice under RFP Contract #UCO-1010, with proposals due August 28, 2026 at 4:00 PM EST and a mandatory pre-proposal site visit on July 27, 2026 at 1:00 PM EST. A 30% Minority and Women-Owned Business Enterprise (MWBE) participation goal and 6% Service-Disabled Veteran-Owned Business (SDVOB) participation goal apply, calculated against total contract value; CUNY accepts waiver requests demonstrating good-faith efforts where certified firms are unavailable. The New York State Procurement Lobbying Act applies, and all vendor communications must be directed through the designated contacts.

The scope encompasses assessment of existing conditions and infrastructure at the designated four-room space on the second floor of the John Jay College building (completed 2016), definition of operational and technology requirements, development of architectural and engineering designs, preparation of technical specifications, and delivery of a complete, professionally certified design package sufficient to support future construction. Deliverables include Site Assessment Report, electrical load analysis, signed and sealed drawings by licensed professional engineers, planning-level operational cost estimates, and equipment recommendations. The design must address existing utilities, mechanical systems, life safety infrastructure, fire alarm systems, electrical power requirements, HVAC capacity, and building access and circulation. CUNY will provide existing architectural, mechanical, electrical, plumbing, and telecommunications drawings as needed. The design does not include antenna, satellite facilities, or site fencing but will likely require network access and cabling programming. Significant building infrastructure modifications are not anticipated.

Pricing is structured as a fully loaded, all-inclusive hourly rate covering 250 estimated design hours and 250 estimated advisory hours, with no separate line items permitted. All labor, project management, overhead, travel, subcontractors, and professional certifications are absorbed within the single blended rate. The contract term is one year; design deliverables are due eight to ten weeks after award and contract kickoff, with the remaining term reserved for optional construction-phase advisory services at CUNY's discretion. Written questions are due in two rounds: July 17, 2026 at 4:00 PM EST and August 13, 2026 at 4:00 PM EST. Attendance at the mandatory site visit is required; failure to attend may result in non-responsive determination. Proposals must be submitted to Karen.Pinckney@cuny.edu and Adam.Schwartz@cuny.edu as three attachments not exceeding 10MB each, with all addenda (Nos. 1–4) signed and included.
