About this file

This is Addendum No. 3 to a Request for Proposals issued by the City University of New York (CUNY) for Emergency Operations Center Design Services at John Jay College of Criminal Justice (Contract #UCO-1010). The addendum addresses twenty-five questions submitted by prospective bidders and clarifies key project requirements and deliverables. The design services will encompass a mixed-use emergency operations center, training center, and teaching classroom to be constructed within an existing multi-room classroom space in a building completed in 2016. The selected design firm must deliver a complete, professionally certified design package sufficiently developed to serve as the basis for future construction, including signed and sealed drawings prepared by a licensed professional engineer, planning-level operational cost estimates, and equipment recommendations. The proposal due date is August 28, 2026, with an anticipated design schedule of 8 to 12 weeks. Site visits and floor plans are available upon written request, and two prior addenda have been posted to the New York State Contract Reporter.

The scope of work includes evaluating existing utilities, mechanical systems, life safety infrastructure, and building fire alarm systems within the existing facility, with recommendations for necessary upgrades or modifications to support the EOC design. The design team is required to assess electrical power requirements, HVAC capacity and improvements, and access and circulation within the larger building context, though significant modifications to the building's existing infrastructure are not anticipated. The design does not include antenna, satellite farms, or site fencing, though network access, cabling, and programming will likely be required. CUNY has not finalized the staffing count for the EOC and will not share estimated construction budgets. No union requirements apply to this design services contract. This is a design services RFP with no labor requirements, and the Procurement Lobbying Act applies to this solicitation.

ADDENDUM No. 3

TO: Prospective Proposers

FROM: Adam Schwartz (Adam.Schwartz@cuny.edu)

The City University of New York

RE: Contract #UCO-1010

Request for Proposals (RFP)

Emergency Operations Center Design Services

This Addendum No. 3 to the above-referenced RFP is being issued to respond to questions raised by prospective bidders. See Question and Answer list below.

All capitalized terms used but not defined herein shall have the meaning set forth in the RFP.

Questions and Answers:

Question 1: What is the estimated construction budget?

Answer 1: CUNY does not share this information.

Question 2: Do you have Union Requirements?

Answer 2: This is a design services RFP. No labor is required and consequently, there are no union requirements.

Question 3: If known, what is the anticipated schedule for bidding and construction of this project?

Answer 3: The RFP proposal due date is August 28, 2026. CUNY anticipates soliciting for construction services after the design services are completed.

Question 4: Is there a scheduled site walk?

Answer 4: See Addendum #1.

Question 5: We haven’t seen any other postings for this RFP – have there been any addenda?

Office of the University Executive Strategic Director and Chief Procurement Officer

230 West 41st Street New York, NY 10036 mailto:Adam.Schwartz@cuny.edu

Answer 5: Two addenda has been posted to the New York State Contract Reporter.

Question 6: Is there a budget for the construction of the EOC?

Answer 6: See answer #1.

Question 7: Are the ‘planning-level cost estimates’ for operational costs or is the design team being asked to help CUNY develop a program and budget?

Answer 7: No. The requested planning-level cost estimates are intended solely to provide anticipated operational cost information associated with the proposed design.

CUNY is not requesting the design team to develop a construction program or project budget. Those activities will be undertaken by CUNY during the future construction planning and implementation phase, should the project proceed.

Question 8: Are there phases to be issued and priced as the design develops?

Answer 8: CUNY expects to receive regular progress reports and maintain consistent communication throughout the project. Proposers should promptly notify CUNY of any design developments or proposed changes that may affect the overall project cost. While a phased approach is not our preferred option, it may be considered if the designer determines whether it is necessary or provides the most practical solution, and the proposal can be evaluated accordingly.

Question 9: Is there a client review and comment period(s) within the 8 week design schedule either for approval of a phase and/or approval of budget?

Answer 9: The proposed project schedule of 8–12 weeks is expected to be sufficient to complete and deliver the full design. During this period, we expect to maintain consistent communication, with regular opportunities for review and comment as the design progresses. Should CUNY and the selected designer determine that additional time is necessary to complete the design, the justification and any proposed extension will be discussed and evaluated at that time. Any extension should be supported by a clear rationale and approved before changes to the project schedule are implemented.

Question 10: Are full Contract/Bid Documents requested or is this a feasibility study or some other level of design?

Answer 10: We expect the deliverable to be a complete design that fully addresses CUNY's requirements for this project. The design should be sufficiently developed to serve as the basis for a future construction project and is not intended to be limited to a feasibility study or conceptual design. While the proposed solution must be technically and financially feasible, our expectation is for a comprehensive and fully developed design.

Question 11: For what purpose are drawings to be signed and sealed? Will they be issued for permit?

Answer 11: The drawings shall be signed and sealed by a licensed professional engineer. Due to the nature of the space and CUNY's obligation to maintain a safe environment and comply with all applicable federal, state, and local laws, codes, and regulations, professionally certified drawings are required. While the drawings are being prepared as part of this design effort, they may serve as the basis for a future construction project and, if appropriate, may be used to support future permitting requirements.

Question 12: Are floor plans available? Are roof plans available?

Answer 12: Floor plans can be made available upon written request.

Question 13: What is the program area for the EOC? How many people are expected to staff it?

Answer 13: The space will be a mixed use emergency operations center, training center, and teaching classroom. CUNY has not established a final staffing count for the EOC at this time.

Question 14: Is this new construction? Or, is there an existing facility that is being renovated for this project? Or is it a discrete building or rooms within a larger building?

Answer 14: The EOC will be built within an existing multi room classroom space at John Jay

College of Criminal Justice.

Question 15: Are there existing utilities or is the design team asked to design incoming utilities?

Answer 15: The rooms included in this Design RFP are located within a building that was completed approximately in 2016. Existing utilities currently serve these spaces;

however, the design team is encouraged to evaluate the existing infrastructure and recommend any upgrades or modifications necessary to support the updated

Emergency Operations Center (EOC) design. This evaluation should include, but is not limited to, assessing cooling capacity and identifying any required HVAC improvements.

Additionally, the design team shall identify the electrical power requirements for the EOC space. These requirements will be used by John Jay at a later stage to facilitate connecting the EOC space to the building's emergency backup power system.

Question 16: Does the facility have dedicated access and egress or does circulation need to be assessed and designed within a larger building?

Answer 16: The facility has multiple points of access and egress. As noted, the proposed EOC space is located within a larger building that is monitored and secured by John Jay

Public Safety. While the design team should evaluate access and circulation as part of the overall design, significant modifications to the building's existing circulation or security infrastructure are not anticipated and should not be considered a primary design focus.

A keyless entry system may be considered for the EOC space; however, the need for such a system has not yet been determined and will be evaluated as the project progresses.

Question 17: If an existing building are building systems in place?

Answer 17: Yes. As previously noted, the rooms included in this Design RFP are located within an existing building that is less than 10 years old and is fully operational as part of

John Jay College of Criminal Justice. Existing building systems are in place and currently support the facility's operations.

All existing building systems were designed and constructed in accordance with applicable city, state, and federal codes, regulations, and industry standards. The design team should evaluate these existing systems and recommend any modifications or upgrades necessary to support the proposed EOC space.

Question 18: Are there mechanical rooms in place? Mechanical distribution?

Answer 18: Yes. The proposed EOC space is located within an existing building that is less than 10 years old and contains mechanical rooms and an established mechanical distribution system. The design team should evaluate the existing HVAC infrastructure and distribution to determine whether modifications or upgrades are necessary to support the operational and environmental requirements of the proposed EOC space, including any increased cooling loads associated with technology and equipment.

Question 19: Is there existing life safety infrastructure, Building Fire Alarm system?

Answer 19: Yes. The proposed EOC space is located within an existing building that is less than 10 years old and is equipped with an existing life safety infrastructure, including a Building Fire Alarm System, that was designed and installed in accordance with applicable city, state, and federal codes and regulations. The design team should evaluate the existing life safety systems and identify any modifications or extensions required to support the proposed EOC space while maintaining compliance with all applicable codes and standards.

Question 20: What is the program area for site infrastructure?

Answer 20: The program area is 2 rooms adjoined by a doored off hall way located in a 15 year old building.

Question 21: Are there site plans and photos available?

Answer 21: Photos can be provided upon written request.

Question 22: Does the scope include site areas or rooftops for antenna and/or satellite farm?

Answer 22: No. However, access and connection to networks, including planning, cabling and programming will more than likely be required.

Question 23: Is there communications infrastructure in place or is the entire system being designed from scratch?

Answer 23: Yes. See answer #14.

Question 24: Are there conduit paths and service manholes in place?

Answer 24: Yes. See answer #14.

Question 25: Is the site secured or are fencing, footings, and pads part of the design scope?

Answer 25: Yes. See answer #14.
