About this opportunity
The State of Illinois, Chief Procurement Office for General Services, acting on behalf of the Central Management Services agency, has declared an emergency and authorized a sole-source purchase for HVAC compressor replacement at the Kenneth Hall Regional Building in East St. Louis with a due date of September 5, 2026. This is not an open solicitation.
Kane Mechanical Group LLC, located at 300 West Jefferson in Springfield, Illinois, was selected as the sole vendor to replace the second floor compressor. The emergency condition arose when the HVAC system failed during heat index temperatures reaching and exceeding 100 degrees Fahrenheit, forcing evacuation of the second floor and threatening additional floors. The agency determined that competitive procurement was not practicable due to time constraints imposed by extreme heat conditions.
The estimated contract value is $18,000. Kane Mechanical Group was selected based on prior experience maintaining the HVAC system under an expired JPMC HVAC Chiller contract that concluded May 4, 2026; proximity to the facility (less than 30 minutes away); and familiarity with the specific system, enabling faster completion. The agency identified 12 BEP-certified vendors but found that only two were located outside the Chicago area; both were more than one hour away and lacked prior experience with this particular system, making them impractical given urgency.
Work commenced June 8, 2026, and the emergency purchase statement was signed June 10, 2026. Funding is from State Appropriated Funds. If actual costs differ from the estimated $18,000, the agency must submit an Emergency Final Cost form within ten days of the succeeding month.
