About this file

This Emergency Purchase Statement is issued by the State of Illinois, Chief Procurement Office for General Services, on behalf of the Central Management Services agency to address an urgent HVAC system failure at the Kenneth Hall Regional Building located at 10 Collinsville Avenue in East St. Louis, Illinois. The emergency condition involves the failure of the compressor in the building's HVAC system, which has created a dangerous situation as heat index temperatures were reaching and potentially exceeding 100 degrees Fahrenheit. The second floor of the building had to be evacuated due to inability to maintain adequate cooling, and the failure was beginning to affect additional floors. Kane Mechanical Group LLC, located at 300 West Jefferson in Springfield, Illinois, was selected as the vendor to perform the emergency repair, which consists of replacing the second floor compressor. The agency authorized the vendor to commence work on June 8, 2026, with the emergency purchase statement signed on June 10, 2026.

The total estimated expenditure for this emergency purchase is $18,000, with the amount designated as estimated rather than actual, requiring submission of an Emergency Final Cost form by the State agency within ten days of the succeeding month if costs differ. The funding source is State Appropriated Funds. Kane Mechanical Group LLC was selected based on their prior experience maintaining the HVAC system under an expired JPMC HVAC Chiller contract that concluded on May 4, 2026, their proximity to the facility (less than 30 minutes away), and their familiarity with the specific system, which would enable faster completion. The agency determined that competitive procurement was not practicable under the circumstances due to time constraints imposed by the extreme heat conditions. Regarding Business Enterprise Program certification efforts, the agency identified 12 BEP-certified vendors, but only two were located outside the Chicago area; both were more than one hour away and lacked prior experience with this particular system, making them impractical choices given the urgency of the situation.

Emergency Condition (select the appropriate option from the drop-down menu below):

Involving threat to public health or public safety

Provide a description and reasons for needing this emergency purchase:

The compressor went down in the HVAC system at the Kenneth Hall Regional Building in E. St. Louis which has created a dangerous condition with the current heat index temperatures reaching and possibly exceeding 100 degrees which could affect public health and safety of the employees and public who must do business in the building.

Provide the conditions and circumstances that led to the need for this emergency purchase:

Due to the failure of the system and not being able to cool the second floor, employees on that floor have been sent home; however, it is now starting to affect other floors as well.

Reason for selection of this particular vendor:

Kane Mechanical held the JPMC HVAC Chiller contract for this region that ended on 05/04/26. As they are the vendor that has worked on this system and are very familiar with all of it, they have the ability to get the repair done faster. In addition, they are located less than 30 minutes away.

Description of supplies or services to be provided:

Replacing the second floor compressor.

Emergency procurements shall be made with as much competition as is practicable under the circumstances, and agencies shall utilize best efforts to include contractors certified under the Business Enterprise Program in its emergency procurement process. 30 ILCS 500/20-30(a).

Describe the actions taken by the agency to make the emergency purchase with as much competition as is practicable under the circumstances:

Due to the expected heat index temperatures for the area, we needed to get the repair done as soon as possible and using a vendor who is already in the area and familiar with the system is the best choice for the State.

List the actions taken by the agency that constitute its best efforts to include contractors certified under the Business Enterprise Program in this emergency purchase:

There are 12 BEP Vendors and only 2 outside of the Chicago area but both of them are over an hour away drive time which is not practical in this instance and neither of them have ever worked on this system, therefore, they would have to take additional time just to familiarize themselves with the system.
