About this opportunity

The Michigan Department of Transportation is requesting proposals for emergency environmental cleanup and remediation services on an as-needed basis in the Grand Region (13 counties: Kent, Ottawa, Allegan, Barry, Muskegon, Oceana, Mason, Lake, Osceola, Newaygo, Montcalm, Mecosta, and Ionia) under RFP 26-2668, with proposals due October 5, 2026 at 3:00 p.m. Eastern.

Mandatory minimum qualifications are valid and current 40-Hour OSHA HAZWOPER certification and commercial driver's licenses with Hazardous Materials H or X endorsements for all staff performing site work. All contractor personnel, designated program manager, and two key personnel assigned to the State account must hold these certifications and licenses. The scope encompasses immediate emergency response to fuel and product spills from accidents and crashes on MDOT right-of-way, including environmental cleanup, remediation, and light traffic control. The contractor must be available 24/7 and initiate response within two hours of request from the MDOT Program Manager.

The contract runs October 19, 2026 through October 18, 2029, with renewal options for up to two additional one-year periods at the State's discretion. Pricing is firm for the entire contract term, with all costs—training, equipment, personnel, and materials—incorporated into per-occurrence rates in Schedule B. Required insurance includes Commercial General Liability ($1 million minimum), Automobile Liability ($1 million minimum), Workers Compensation, Employers Liability ($500,000 minimum), and Environmental and Pollution Liability ($1 million minimum). Payment is due within 45 days of invoice receipt via electronic funds transfer. Late or improper completion triggers liquidated damages of $2,000 plus $200 per day of non-compliance.

Technical proposals are scored on prior State experience and customer references (40 points), key personnel qualifications (35 points), equipment appropriateness (20 points), and documentation completeness (5 points). Proposals scoring 80 or more points advance to pricing evaluation; award goes to the responsive and responsible bidder offering best value. Contracts valued at $250,000 or more require State Administrative Board approval. Questions are due September 28, 2026 by 12:00 p.m. Eastern; answers post September 29 by 3:00 p.m. Eastern. Submissions are made electronically through www.michigan.gov/SIGMAVSS. Solicitation Manager: Anna Swanson, 517-230-2063, swansona1@michigan.gov.
