About this opportunity
The Knoxville Utilities Board (KUB) is seeking qualified contractors to provide Emergency Electrical Distribution Damage Assessment and Wire Guarding Services through a multi-year agreement ending October 1, 2026. This non-exclusive contract is designed to supplement KUB's internal resources during storm events or unplanned electrical system outages in Knox County, Tennessee. The procurement focuses on obtaining external support for damage assessment, circuit patrolling, site safety, and drone operations when KUB's internal teams require additional assistance. Interested parties must contact Abbey Marshall at abbey.marshall@kub.org to request full contract documents. The services will be provided on an as-needed, will-call basis, with predetermined pricing and established dispatch and communication channels to ensure rapid emergency response. The agreement allows for annual pricing updates but explicitly excludes regular daily system maintenance or capital construction work. Contractors must demonstrate the ability to quickly deploy trained personnel to support public safety and expedite outage restoration processes.
The solicitation does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. No incumbent vendors are identified in the available documentation, and no specific budget range or award value is mentioned. The contract is structured to be flexible, allowing KUB to engage multiple contractors simultaneously and maintain the option to add or remove contractors during the agreement's term. Potential respondents should have demonstrated capabilities in emergency electrical distribution damage assessment, including skilled personnel for site safety, circuit patrolling, and potentially drone operations. Technical qualifications will likely focus on a contractor's ability to rapidly mobilize trained personnel, maintain communication effectiveness, and support KUB's emergency response protocols. While the solicitation does not outline specific evaluation criteria, contractors will presumably be assessed on their emergency response capabilities, personnel qualifications, and pricing structure. The agreement provides a mechanism for KUB to augment its internal resources during critical electrical system emergencies, ensuring comprehensive and efficient response capabilities.
Opportunity text
KUB has created detailed storm plans to better prepare our systems, resources, and supporting technologies in the event of a forecasted storm or unplanned event. When an outage occurs, KUB immediately deploys resources simultaneously to ensure public safety and to determine the nature and extent of damage to the electric system. KUB has trained internal Damage Assessment teams and Site Safety Attendants that are deployed as needed to safely support and expedite the public safety, damage assessment, and outage restoration processes. However, at times, resources from outside contractors are needed to assist in the areas of Damage Assessment/Circuit Patrolling, Site Safety, and Drone Operation. Knoxville Utilities Board (KUB) would like to extend the opportunity to execute a multi-year agreement (ending 10/1/26) with qualified contractors to provide Emergency Electrical Distribution Damage Assessment and Wire Guarding Services on an as needed and will call basis. The agreement will not be exclusive and may be offered to other contractors at any point during the term of this agreement. The agreement will provide predetermined pricing and dispatch / communication channels to help facilitate KUB in providing a rapid response in case of emergencies. It will allow for annual pricing updates, but it will not provide any regular daily system maintenance work or capital construction work. Interested parties should read the attached invitation letter and email abbey.marshall@kub.org to request the contract documents.
