About this opportunity
The Virginia Department of Emergency Management is soliciting sealed proposals to establish one or more statewide contracts for emergency and non-emergency debris removal and monitoring services across seven VDEM regions, with proposals due October 23, 2026 at 2:00 PM EDT. A DSBSD (Department of Small Business and Supplier Diversity) Certified Small Business status carries 20% of the evaluation weight, making this a material preference signal for eligible vendors.
The solicitation is structured as two separate lots: Lot 1 (Debris Removal Monitoring Services) and Lot 2 (Debris Removal Services). Contractors may bid for one or both lots and one or more regions, but the same contractor cannot perform both removal and monitoring services for the same task order. Scope spans thirteen debris categories including vegetative debris, construction and demolition materials, hazardous waste, household hazardous waste, electronic waste, white goods, soil and mud removal, vehicles and vessels, putrescent debris, infectious waste, chemical/biological/radiological/nuclear contaminated debris, waterway debris, and value-added services. Lot 1 requires hourly rates for specified monitoring positions (Load Site Monitors, Tower Monitors, Field Supervisors, Data Entry Support); Lot 2 requires unit rates, hourly rates, or lump-sum amounts for debris clearing, loading, hauling, disposal, traffic control, and related services. All costs must be inclusive of labor, equipment, travel, delivery, overhead, and insurance unless separately authorized in writing. Services are offered to Commonwealth agencies, institutions of higher education, and other public bodies throughout Virginia across seven defined regional service areas.
The initial contract term runs two years (February 1, 2027 through January 31, 2028), with four optional one-year renewal periods. Evaluation criteria allocate 15% to FEMA Compliance and Documentation, 30% to Technical Approach and Methodology, 15% to Staffing and Capacity, 10% to Technology and Reporting, and 10% to Price. An optional pre-proposal conference is scheduled September 8, 2026 at 11:00 AM via Microsoft Teams. Proposals must be submitted electronically via eVA. Addendum 1 and Addendum 2 have been posted; written acknowledgment of both addenda is required prior to bid due date or must be attached to the proposal submission.
