About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency commercial demolition at 6911 E Lafayette, with quotes due September 16, 2026 at 4:00 PM EST and questions due September 16, 2026 at 2:00 PM EST. Award will be made on a lowest-price basis with consideration to local preferences following the proposal deadline.

The scope encompasses full mechanical demolition of a two-story commercial building with structural damage including collapsed roof sections and unstable rear walls; removal of all above-grade and sub-surface structural components, foundations, footings, and utility infrastructure; exposure and capping of sewer laterals; open hole inspections; backfill and grading operations using only Category 2 backfill materials sourced from City-approved suppliers; sidewalk replacement; and site finalization with seeding. Contractors must complete pre-demolition due diligence including hazmat verification, utility disconnection, neighbor notification, and installation of six-foot chain link fencing. Field Supervisors must complete OSHA Lead Awareness Training within twelve months prior to assignment; at least one operator or laborer per site must hold asbestos awareness training or state accreditation. Demolition occurs Monday through Friday, 7:30 a.m. to 5:30 p.m., daylight hours only. Emergency timelines must be met regardless of frost law restrictions. Contractors must coordinate with Detroit Water and Sewerage Department regarding lead service line verification and removal within five business days of notification; the timeline pauses during DWSD inspection.

Submission requires completed price sheets and professional rate schedules in Excel format, signed signature pages, Certificates of Authority, proof of income tax and accounts receivable clearance, standard documents, affidavits of disclosure, site photographs with date stamps, and a City Council-requested smartsheet survey. Contractors must visit the site in person, submit date-stamped photographs of their visit, and complete site inspections before bidding. Contractors are not responsible for wrecking or hydrant permits but must pay hydrant re-inspection fees of $1,920.00 if the hydrant fails for commercial structures. Quotes remain binding for 120 calendar days. The successful vendor must provide 100% performance and payment bonds within five business days of award notice.
