About this file

This is an RFP note document prepared by the City of Detroit's Construction & Demolition Department (CDD) in coordination with the Building, Safety Engineering & Environmental Department (BSEED) for an emergency commercial demolition project located at 6911 E Lafayette in Detroit, Michigan. The project involves the emergency demolition of a two-story commercial building that has sustained significant structural damage, including collapsed roof sections, unstable rear walls with loose and falling brick, destroyed vehicle doors, and conditions that pose imminent collapse risk. The building is currently open to trespass and elements, with an unmaintained yard containing debris. Emergency demolition timelines must be met regardless of frost law restrictions. The scope of work requires the successful contractor to manage backfill material sourced exclusively from Category 2 sources approved by the City of Detroit's backfill platform and to coordinate with the Detroit Water and Sewerage Department (DWSD) regarding lead service line verification and removal, which must be completed within five business days of notification.

The awarded contractor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy effective May 12, 2025, accessible through the contractor resources folder. Upon receipt of BSEED Open Hole Approval, the CDD will notify DWSD and create a demolition issue in Salesforce, which will automatically alert the contractor and place the property on hold during the water service line verification and any required lead service line removal process. The demolition project timeline will be paused during DWSD's inspection period, with both the hold date and release date documented in Salesforce to ensure accurate tracking of contractor performance and contractual timeline compliance. No changes to the demolition scope of services or contractor responsibilities are required as a result of the DWSD coordination process.

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
