About this opportunity

The City of Detroit Office of Contracting and Procurement is soliciting sealed quotes for emergency commercial demolition at 6651 E Vernor, with quotes due September 16, 2026 at 4:00 p.m. EST and questions due the same day at 2:00 p.m. EST. Only contractors prequalified by the City of Detroit Non-Proposal Demolition Program are eligible to submit.

The property is a one-story masonry and brick commercial building with structural instability, open roof, loose brick and block on all sides, missing mortar, and fallen brick presenting imminent collapse risk. The scope includes demolition of the structure, debris removal, open hole inspection approval, backfill and grading using Category 2 approved backfill sources from the City of Detroit Backfill platform, and final grade approval. All work must be completed within timeframes specified in the Notice to Proceed regardless of weather conditions or frost law restrictions. Contractors must install six-foot chain link fencing with specified signage within three calendar days of Notice to Proceed and complete mandatory site documentation, pre-demolition inspections, and neighbor notification within 400 feet. Field supervisors must hold OSHA Lead Awareness Training, and at least one site worker must hold asbestos awareness credentials. Work hours are Monday through Friday, 7:30 a.m. to 5:30 p.m., restricted by sunrise and sunset.

Award will be based on lowest responsive and responsible bid price with consideration of local preferences under City of Detroit policy. Pricing is the sole ranking method. Contractors must submit date-stamped site photographs, completed price sheet and rate schedule in Excel format, Combined Certificates of Authority, income tax and accounts receivable clearance documentation, Affidavit of Disclosure of Demolition Contractors form, and signed signature page. Successful vendors must secure 100% performance and payment bonds and certificates of insurance naming the City of Detroit and Detroit Land Bank Authority as additional insureds within five business days of award. Quotes remain binding for 120 calendar days and cannot be withdrawn. Contractors are not responsible for permit costs but are responsible for hydrant re-inspection fees of $1,920 for commercial structures if hydrants fail inspection. Payment terms are Net 30.
