About this file

This RFP note document outlines requirements for an emergency commercial demolition project at 6651 E Vernor in Detroit, Michigan, involving the City of Detroit's Construction & Demolition Department (CDD) and Building, Safety Engineering and Environmental Department (BSEED). The project addresses a one-story masonry and brick commercial building that is open to the elements at the roof with structural instability, including loose brick and block on all sides, missing mortar, and fallen brick creating imminent collapse risk. Emergency demolition has been recommended with timelines that must be met regardless of frost law conditions. The awarded contractor must comply with backfill material sourcing requirements by utilizing Category 2 approved sources from the City of Detroit Backfill platform.

The contract includes specific procedural requirements coordinating with the Detroit Water and Sewerage Department (DWSD) for lead service line verification and removal upon BSEED Open Hole Approval, with DWSD completing inspections and removals within five business days. The demolition contractor will receive notification through a Salesforce-generated demolition issue when the property is placed on hold for DWSD evaluation, and the term of performance will be paused during this verification period to ensure accurate tracking of contractor compliance. The successful vendor must adhere to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, available through the Contractor Resources Folder.

Notes to Include in the RFP

BSEED Inspector Description: Out on a storm status inspect, found:

1 Story masonry and brick commercial building.

Open to elements at roof.

Yard not maintained with debris and overgrowth.

Brick and block at all sides loose. Mortar missing at all sides making exterior brick unstable. Brick at side has already fallen. Further collapse is imminent Recommend: Emergency Demolition

DFD Fire Occurrence Date: N/A

*Emergency timelines must be met regardless of if Frost Laws are in effect.

Backfill:

· The awarded vendor must use backfill material from a Category 2 source approved on the City of Detroit Backfill platform. Please refer to the backfill platform for a current list of approved sources.

DWSD Lead Service Line Removal

· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:

1. Verify the existing water service line material; and

2. Remove any lead service lines, if present.

· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.

· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.

· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.

· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.

Discipline:

· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.

· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf
