About this opportunity

The City of Detroit Office of Contracting & Procurement is requesting quotes for emergency commercial demolition at 304 E State Fair, a one-story brick commercial building deemed in imminent danger of collapse, with quotes due August 27, 2026 at 3:00 p.m. EST and questions due the same day at 1:00 p.m. EST. Only pre-qualified contractors may bid. Local preference applies in award consideration.

The property is vacant, structurally compromised with missing roof components, collapsed I-beams, and compromised exterior walls, requiring emergency-timeline compliance regardless of frost law restrictions. The scope includes pre-demolition activities (neighbor notification within 400 feet, six-foot chain-link fencing within three days, site documentation), complete demolition and debris removal, open-hole approval, backfill and grading to Michigan Part 201 Residential Cleanup Criteria, and final grade approval. Contractor must complete pre-demolition within one calendar day of Notice to Proceed, reach open-hole approval by day 20, achieve final grade approval by day 25, and complete site finalization by day 30, with pre-invoice approval targeted for day 90. Work hours are Monday–Friday, 7:30 a.m. to 5:30 p.m.

Contractor must assign a qualified Project Manager, hold all necessary permits and licenses, provide OSHA Lead Awareness Training for Field Supervisors, assign asbestos awareness credentials to at least one operator or laborer on site, and execute dust-control measures including pre-demolition and continuous wetting. Effective August 1, 2026, the contractor must coordinate with the Detroit Water and Sewerage Department to verify water service lines and facilitate lead service line removal if present, with DWSD completing inspections and removals within five business days. Contractor assumes responsibility for all equipment, materials, permits, personnel, and subcontractor performance; bears hydrant re-inspection fees of $1,920 if the hydrant fails on the commercial structure; and is not responsible for wrecking or hydrant permits. Backfill materials must be sourced from a Category 2 source approved on the City of Detroit Backfill platform.

Bidders must submit price sheets in Excel format, a completed Professional Rate Schedule with unit rates for demolition services and backfill/grade/site-finalization services, date-stamped site photographs in PDF, and all required documentation including certificates of authority, signature page, current standard documents, affidavit of disclosure, tax and receivables clearance, and City Council smartsheet survey completion. Evaluation is on price only. The successful vendor must provide performance and payment bonds at 100 percent of contract value within five business days of award notice, with bonds increasing consistent with contract price increases, and must name the City of Detroit and Detroit Land Bank Authority as additional insureds. Quotes remain binding for 120 calendar days.
