About this file
This is a Request for Proposal (RFP) guidance document prepared by the City of Detroit's Construction & Demolition Department (CDD) regarding an emergency commercial demolition project at 304 E State Fair. The subject property is a one-story brick commercial building located on the southeast corner of Coventry and E. State Fair that is vacant, structurally compromised, and poses an imminent danger of collapse due to missing roof components, collapsed I-beams, and compromised exterior walls. The building exhibits signs of trespass, vermin infestation, and lack of maintenance with overgrown foliage and excessive debris in the rear yard. A demolition order was issued on July 3, 2023, and the project is classified as an Emergency (EMG) Demolition with Delayed Funeral/Demolition (DFD) designation, requiring compliance with emergency timelines regardless of Frost Law restrictions.
Backfill material must be sourced from a Category 2 source approved on the City of Detroit Backfill platform. Effective August 1, 2026, the awarded contractor must coordinate with the Detroit Water and Sewerage Department (DWSD) to verify water service line materials and facilitate removal of lead service lines if present, with DWSD completing inspections and removals within five business days of notification. The successful vendor will be subject to the CDD Abatement and Demolition Contractor Discipline Policy dated May 12, 2025, and all project timelines and contractor performance will be tracked through the Salesforce system to account for any project holds related to lead service line removal processes.

DWSD Lead Service Line Removal
· Effective August 1, 2026, as part of all planned and emergency residential and commercial demolition projects, the Construction & Demolition Department (CDD) will notify the Detroit Water and Sewerage Department (DWSD) upon receipt of BSEED Open Hole Approval. This notification will allow DWSD to:
1. Verify the existing water service line material; and
2. Remove any lead service lines, if present.
· DWSD has advised that, once notified that a property is ready for inspection, it will complete the inspection and any required lead service line removal within five (5) business days.
· No changes to the demolition scope of services or contractor responsibilities are required as a result of this process.
· Upon receiving the Open Hole Approval notification from BSEED, CDD will create a demolition issue in Salesforce. This will automatically notify the demolition contractor that the property has been placed on hold while DWSD verifies the water service line material and removes any lead service line, if necessary.
· The demolition issue will pause the project's term of performance and document both the date the property was placed on hold and the date it was released. This process will ensure accurate tracking of contractor performance and compliance with contractual timelines.
Discipline:
· The successful vendor will be subject to the “CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025”.
· This policy can be located in your Contractor Resources Folder or at the following link here. CDD_Abatement and Demolition_Contractor Discipline Policy_5.12.2025.pdf of
